Description
* Please refer to Sources Sought, AFCEC-14-R-0006 ( https://www.fbo.gov/notices/56420daded596ca63a446093ba79595c ), for attachments (Statement of Need, Appendix A, Appendix B). ********** The Government is performing market research to assess private and public interest in executing the anticipated requirements outlined in the attached Statement of Need (SON) and notifying interested parties of the planned Industry Day. This market research supports the Government's notional requirement to optimize the value of certain non-excess Real Property on Wright-Patterson AFB, OH via Air Force Enhanced Use Lease (EUL) authorities and through a subsequent Request for Qualification (RFQ). A EUL is a non-Federal Acquisition Regulation (FAR) real estate transaction in accordance with 10 USC 2667 and other authorities. This is not a FAR solicitation or contract for products and/or services. This synopsis is issued for planning purposes and does not constitute a commitment, implied or otherwise, that a final RFQ will be issued. The Government is seeking to identify qualified sources either singularly or as part of an assembled team. Interested sources should respond to the questions presented with this announcement in order to facilitate the Government's market research efforts. Interested entities should respond via email to martin.briseno@us.af.mil no later than 5:00 PM Central Time on 13 June 2014 in the following format: Micro Soft Word or Adobe Systems Portable Document Format (PDF) e-mail attachments that do not exceed ten - 8.5 inches x 11 inches pages (five pages if printed two-sided) and 1 Megabyte total. The submission should address all questions in the sources sought questionnaire below and your ability to execute the anticipated requirements in accordance with the SON. The Government will analyze all responses and assess among other things: the need to have key Air Force stakeholders meet one-on-one with potential Offerors for an opportunity to exchange questions and answers relative to the proposed project and RFQ; public partnering opportunities; the range of potential uses for the proposed site; and the probability of successfully realizing the Government's EUL expectations. This synopsis is for market research purposes only and is not a final RFQ. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice or attending the Industry Day. No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, pamphlets, etc.) will not be considered. Sources Sought Questions: 1. What is the name of the organization or business interested in responding to a future RFQ for the EUL project described in the SON? 2. What is the organization or business address? 3. Who is your point of contact that can be contacted (phone and e-mail) regarding your response? 4. What is your anticipated use (technology and conceptual development plan) for the available parcels? 5. Why are you proposing the specific technology and concept? 6. Which of the available 7 parcels are you most interested in? 7. Which of the available 7 parcels are the least desirable? 8. Do you have current and relevant EUL experience? 9. Do you plan to attend Industry Day? 10. Do you need an opportunity to meet one-on-one with critical Air Force stakeholders during Industry Day to exchange questions and answers relative to the project, the SON or the proposed RFQ? Industry Day objectives include: a bus tour of the proposed EUL parcels; an overview of EUL processes, authorities and expectations; and industry/Air Force information exchange. Industry Day will be limited to two people per company. Attendees must register by 1:00 PM Central Time, June 13, 2014 using Eventbrite ( http://www.eventbrite.com/e/wright-patterson-enhanced-use-lease-eul-industry-day-registration-11624109023 #) for the Wright-Patterson Industry Day event. Registration includes submitting Privacy Act information that will be submitted to Security Forces personnel at Wright-Patterson AFB for review and approval to enter the installation for the sole purpose of attending Industry Day. Industry Day Date: June 18, 2014 Time: 8:00 AM to 4:00 PM Location: Religious Education Facility 682 Chapel Lane Wright-Patterson AFB, OH 45433 No costs will be reimbursed for attending this Industry Day.
