Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award Lockheed Martin Corporation, 100 East 17th Street, Riviera Beach, FL 33404 a Firm Fixed Price modification to previously awarded contract (N00024-13-C-6300) for Remote Minehunting System (RMS) integration with the Littoral Combat Ships (LCS) Mine Countermeasure Mission Package (MCM MP). This modification to the existing contract will provide program management, engineering services, design, development, implementation, test & evaluation, configuration management, maintenance, repair, and modernization to support RMS/LCS Integration and upgrade five (5) of the Low Rate Initial Production (LRIP) 1 Remote Multi-Mission Vehicles (RMMV) to v6.0. The result in change to the current contract will be the addition of Firm-Fixed-Price (FFP) line items, and an extension of the period of performance by 18 months. To prevent unacceptable delays the Government has deemed the issuance of this modification necessary to fulfill the Navy's RMMV upgrade requirements. NAVSEA intends to award the contract modification resulting from this synopsis on a sole-source basis, under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, as Lockheed Martin is the only company that can meet the Navy's current technical and schedule requirement. Lockheed Martin is the sole designer, developer, and producer of the RMMV units. Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may respond to this synopsis with a letter of capability and interest, or may submit an unsolicited proposal. This notice of intent is not a request for proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
