- The U.S. Forest Service, Okanogan-Wenatchee National Forest servicing Region 6 has a requirement to improve Boulder Cave Day Use site. The project area is on the Naches Ranger District on the Okanogan-Wenatchee National Forest in Yakima County. The legal description is Sections 15-16, T.17N. R.14E., Willamette Meridian. Boulder Cave Day Use Site and National Scenic Trail is one of the most visited developed recreation sites along the Chinook Pass National Scenic Byway in the Eastern Cascade Mountains (SR410). Project includes paved and aggregate surfaced parking for 49 new parking stalls. Project also includes construction of a roadway loop turnaround and host site camp spur with holding tanks, placement of 12 single or double accessible tables on gravel or asphalt paved pads with BBQ Fire grills, removal and relocating construction of paved trail segment and grading around existing toilets. Additional work includes removal of existing trail and construction of new asphalt trail to toilets and sign locations, construction of rock entrance and wood kiosk sign display structures, removal and replacement of seating benches, removal and disposal of small concrete sign bases, concrete curbing and pad, minor asphalt trimming and wood fencing materials. Work also includes wood shake roof removal and replacement, structural log replacement plus rock fireplace restoration of the historic campground CCC shelter. Optional items include trenching and conduit placement for underground electrical and plumbing to existing well, pump house and host site. Other options items include pump house interior electrical and plumbing fixtures, construction of water faucets and pads, valve boxes, installation of rock barriers and parking curbs, CCC shelter paint removal and color stain application, asphalt paint striping and electric gate installation. The contractor is responsible for providing all labor, materials, tools, and expertise for the construction of this project. Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies, incidental supplies necessary to perform all work described in accordance with drawings and specifications of the contract. Contractor will be paid for actual work performed. The Contractor shall utilize products and materials that promote energy conservation, pollution prevention, waste reduction, use of recovered materials, that are environmentally preferable, and are made from bio based materials (e.g. insulating foam, composite panels, concrete with fly ash, wood and concrete sealers) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered. The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract. Award will be made in sufficient time for planning and preparation with on-site work to start on or after August 1, 2014. It is anticipated that the project completion date will be September 30, 2014. A firm-fixed price contract is contemplated requiring submission of both past performance, technical experience and price quote. Award will be made to the offeror whose quote offers the best value to the Government. The estimated construction range of magnitude for this project is between $250,000 and $500,000. This acquisition is determined to be under the Small Business Competitiveness Demonstration Program and posted for 100% small business set aside. Contractors are required to be registered with System for Award Management (SAM). The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP as prescribed in the previous communications from USDA and Treasury. All invoices are to be submitted via the electronic Invoice Processing Platform. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/index.htm. Please make sure that your company has registered at https://www.ipp.gov/vendors/enrollment-vendors.htm to establish your account. The solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website on or after June 5, 2014. No hard copies of the solicitation and applicable amendments will be mailed or issued.
