- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background: The purpose of this acquisition is a one year follow-on contract to maintain and make publicly available, the existing Cincinnati MR Imaging of Neuro-Development (CMIND) database and associated user-friendly query graphical user interface (GUI) for one year, and to disseminate study data and results during that time in order to encourage public use of the database. Maintenance includes updating the existing data processing pipelines as new versions of software become available, maintaining secure data storage, maintaining the query GUI, and approving requests for data access from qualified researchers. Dissemination of study data and results includes publication of data and results in scientific, peer-reviewed journals relevant to pediatric neuroimaging and brain development by CCHMC researchers. CCHMC will also provide analytic plans and assistance to NICHD to develop papers which will be submitted for publication. The objectives of this contract are to facilitate the use of the CMIND database within the scientific community and to help reduce the costs of pediatric neuroimaging research by encouraging the use of the existing CMIND data. The Children's Hospital Medical Center (CCHMC) existing contract was funded for 5 years in order to study brain-behavior function in typically developing children. The contract required development of a database and neuroimaging tools for in order to facilitate research in developmental brain-behavior function. The deliverables included development of a standardized methodology and associated software for b lood-oxygen-level dependent (BOLD) fMRI and arterial spin labeling (ASL) acquisition in typically developing children from the ages of newborn to 18-years-old. The contract also specified provision of brain perfusion studies across the infant to 18-year-old age range. In addition, the contractor was required to develop a standardized method of investigating brain-behavior development using BOLD fMRI and ASL concurrently within the language development domain, develop software to integrate BOLD and ASL data, collect brain activation data using these methods on a subset of children within the larger group of participants, conduct quality control procedures with the data, create a user-friendly query GUI, and analyze the data longitudinally to look at developmental changes. The contractor has provided to the scientific community the first release of the initial database of these fMRI -ASL data in March 2014, including the protocols and software developed and has provided protocol descriptions and software for the language tasks developed for the project. The complete dataset and all deliverables are due September 30, 2014. Responses: Capability statements in response to this announcement should be no longer than 15 pages, inclusive of all material. Responses will be evaluated on the basis of experience, expertise, and capabilities in the areas cited above. The Government reserves the right to use information provided by the respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The government reserves the right to use any non-proprietary technical information in any resultant contract. Small businesses that believe they possess the capabilities necessary to undertake this project should submit electronic copies of their capability statement, addressing the areas above. Please limit responses to 15 pages or less. (See paragraph above it says no proprietary info) Written capability statements should be received by the Contracting Officer no later than 2:00 PM Eastern time on June 10, 2014. Information submitted must be pertinent and specific in the technical areas under consideration, on each of the following qualifications (1) Experience: an outline of previous projects, specific work previously performed or being performed and any in house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned as principal investigator and/or project officer; (3) Facilities: Availability and description of special facilities required to perform in the technical areas under consideration, and a statement regarding industrial security clearance. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted.
