Description
SOURCES SOUGHT FOR DISPOSAL OF LOW-LEVEL RADIOACTIVE WASTE: This Sources Sought requests information required before release of any resultant solicitation. The information in this Sources Sought notification is based on the best and most current information available to date. This information is subject to change and is not binding on the Government. Updated information may be provided in subsequent synopsis, if required. The Army Contracting Command-Rock Island is conducting a sources sought to determine the availability of contractors who have a licensed facility and are able to provide low level radiological waste (LLRW) disposal under NAICS code 562211- Hazardous Waste Treatment and Disposal. Eligible contractors will be able to receive and dispose of LLRW at their licensed facility and must possess a Nuclear Regulatory Commission (NRC) License or an Agreement State License. This sources sought is for disposal of DU contaminated dewatered solids and DU contaminated process debris including Surface Contaminated Objects (SCO), plastic sheeting, wood, Personal Protective Equipment (PPE), High Efficiency Particulate Air (HEPA) banks, contaminated lathes, and mold carts, HEPA and bag filters, plastic sheeting, wood, scrap metal and shavings, PPE and other miscellaneous compactable materials. The material will be shipped to the disposal site palletized, or in steel B-12 or B-25 shipping containers. The material meets the classification as Class A Waste per the requirements of 10 CFR 61.55. DU concentration shall be less than 5 percent for each waste container or package offered for disposal. Based on previous Toxicity Characteristic Leaching Procedure (TCLP) analysis, no contaminants were identified in this waste stream that exceeded the 40 CFR 261.24 Table 1 concentration limit for toxicity characteristics. The State of Tennessee, as an Agreement State, maintains licensing jurisdiction for the DU materials. The Government requests that you respond to this notice by providing the following: Company name, point of contact, address, telephone and fax numbers, e-mail address, brief description of company and its capabilities, copy of NRC license or agreement license, list of other key Government project (including description and length of project), key personnel qualifications, experience areas, history, DUNS number, cage code, tax id number, as well as size category. Also provide any supporting information such as commercial literature, catalogs, manuals, work references, etc. Notice to contractors: All contractors who provide goods or services to the Department of Defense (DOD) must be registered in the System for Award Management (SAM). To register in the SAM go to http://www.sam.gov/. Please submit information by 18 June 2014, 4:00PM CT, to Army Contracting Command, Attn: CCRC-IS, Mr. Phil Kantor, Ms. Carol Lake and Ms. Cindy Wagoner, 3055 Rodman Ave, 3rd Floor NW, Rock Island, IL 61299-8000, or Phillip.j.kantor.civ@mail.mil, carol.a.lake9.civ@mail.mil and cindy.k.wagoner.civ@mail.mil. No telephonic responses will be considered or accepted. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This Sources Sought neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only. There are no solicitation documents at this time. Interested sources should provide responses which illustrate their capabilities, experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the disposal of LLRW. Interested contractors should demonstrate that they possess the experience and capability, or that they can obtain such, necessary to provide all the necessary material, equipment, property, licenses, and personnel to perform LLRW disposal at their facility.
