Description
Requirement Description 1. NOTICE: This announcement constitutes a Sources Sought/Request for Information (RFI). This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a Total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding size standard of $14.0 Million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify their small business status to the identified NAICS code and whether or not they are foreign owned. Additionally, please include the following with your response: 1. Company Name and Cage code. 2. Appropriate Point of Contact (POC) for your company, including name, email address and phone number. 3. Experiences with same or similar items, please describe. 4. Suggested NAICS Code. 5. Business Size Classification for NAICS and qualifications. 6. Whether you would be a prime contractor or subcontractor. 7. Lead time for the task performance. 8. What type of software maintenance contract would you be able to provide? 9. Access information and permission to use Raytheon proprietary data? 10. Any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Interested parties shall provide an executive summary; relevant history and evidence of past performance/capability to perform the tasking not to exceed 10 pages. Information submitted should be pertinent and specific to that which is indicative of the offeror's capabilities to successfully perform this effort. A vendor point of contact, including an email address must be included in your response. The government does NOT intend to contract on the basis of this request or otherwise pay for the information solicited herein. Copies of your submitted information will be distributed to the AFLCMC/WWMPA and the contracting officer for review. Interested parties shall submit one (1) copy of the aforementioned summary to Ms. Laurie Auernig, laurie.auernig@us.af.mil, and Mr. Aaron Bell, aaron.bell.5@us.af.mil, no later than the response date specified. No telephone or FAX responses will be accepted. 2. Program Details: The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the described capability. AFLCMC/WWMPA F-16 Integration Section, Hill AFB, UT intends to award a Base plus Three Option Year contract to support the 309th Software Maintenance Group (SMXG) United States Air Force (USAF)/ European Participating Air Forces (EPAF) F-16 Block 40/42//50/52 M Series Modular Mission Computer (MMC) Operational Flight Program (OFP) software development to update the M Series programs. This capability will provide a technology, which aids in awareness, assessment of changing threats, and tactics in combat environments. The Source Data will include: Built-In Test (BIT) Software Executables, Computer Development Station (CDS) Software Executables, Debug Monitor (DM) Software Executables, BIT Programmer's Manual, CDS User's Manual and a Statement of Limited Rights in Technical Data and Computer Software. The Contractor shall be responsible for delivery and integration support of an integrated development/debug environment including the Built-In Test (BIT), the Computer Development Station (CDS), and the Debug Monitor (DM) software for use in M Series OFP, development, integration, and maintenance for the F-16 MMC 7000/7000A hardware configurations. The contractor shall provide to Hill AFB product releases as well as software maintenance and support for the BIT, CDS, and DM software. The Contractor shall provide technical support, as needed, during the M Series OFP, development, integration, and maintenance for the F-16 MMC 7000/7000A hardware configurations. Raytheon is the Original Equipment Manufacturer (OEM) for the MMC and any executables or source code must match exactly with the existing MMC executables and source code to allow proper updating and interfacing with the M series OFP. The Government does not own and cannot provide data for the MMC. (BIT, CDS, DM) See attached work statement for additional information on this requirement.
