- This is sources sought announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses (Small Business Concerns and Large). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All questions regarding this notice should be emailed by COB Tuesday, June 10, 2014. Capability statements will be due by COB on Friday, June 20, 2014 to the points of contact listed below. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The U. S. Coast Guard, Aviation Training Center, Mobile Alabama is looking for capability statements and Rough Order of Magnitude (ROM) costs for a non-personal Information Technology (IT) support for the Communication Systems Simulator. The requirement requires creation of a computer generated, Communication Systems Simulator capable of replicating all mission system interface components on the HC-130J and HC-144A aircraft (e. g. CDU-7000, CMA-4000, card readers, loading port). Device will be capable of simulating all mission system radios (e. g. HF-9000, ARC-210 WARRIOR, RT-5000) and all operating modes with some exceptions. The encryption capability of each radio will simulate utilizing the appropriate device. For the purpose of small businesses, the NAICS code is 541512, Computer Systems Design Services, and the size standard is $25.5 Million (Not to exceed). If you believe a different NAICS code should be used please identify the proposed NAICS code and provide justification.
