- The Government does not intend to award a contract on the basis of the sources sought notice or to otherwise pay for the information solicited. Your response to this Request for Information will be treated as information only. It shall not be used as a proposal. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Government requests capability statements from small businesses who qualify as small for the North American Industry Classification System (NAICS) Code 541712, Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology). The Protected Species Branch of the Northeast Fisheries Science Center (NEFSC) for the National Marine Fisheries Service (NMFS) of the National Oceanic and Atmospheric Administration (NOAA) has a requirement to collect by-catch information from a study comparing experimental gillnets to standard gillnets in the mid-Atlantic large mesh gillnet fishery to test for exclusion of sea turtles and other protected species. Capability statements shall address the small business company's capability to conduct a comparative evaluation of large mesh gillnets for sea turtle by-catch reduction. The NMFS wishes to focus efforts on reducing sea turtle by-catch in commercial gillnet fisheries in the Northwest Atlantic. To address this issue, NMFS plans to work with the fishing industry to develop modifications to gillnet gear that will reduce the sea turtle by-catch rate and retain the targeted finfish species. All sea turtles found in U.S. waters are listed under the Endangered Species Act and by-catch in fisheries remains one of the primary threats to these species. Therefore, NMFS plan to test this gear in areas and times where interaction rates with sea turtles are expected to be higher. The interested Contractor response should include in the response relevant past performance. Relevant past performance is performance under contracts or efforts (within the past 3 years) that is of the same or similar scope, magnitude, and complexity to that which is described in this sources sought notice. Include a list of a minimum of three (3) current or previous contracts performed within the last three (3) years that are of a similar nature to this request and include: contract number, name and address of the Government agency or commercial entity, description of work and services provided, point of contact with current phone number and e-mail address, date of contract award, period of performance, initial and current contract value, and the extent of subcontracting. Responses to this RFI are due no later than 12:00 p.m., June 11, 2014. Responses shall be sent via e-mail to Roberta.H.Smith@noaa.gov.
