Description: Federal Aviation Administration SE2025 Small Business Competition DTFAWA-14-R-SE2025-SE NOTICE TO POTENTIAL OFFERORS This is a follow-up announcement to the Federal Aviation Administration ™s Market Survey for the SE2025 Small Business Competition (formerly referred to as the SE2020 Small Business Competition and Refresh Program) published on September 12, 2013 and April 3, 2014. This announcement releases a copy of the draft SE2025 Systems Engineering (DTFAWA-14-R-SE2025-SE) Screening Information Request (SIR) for industry review and comment. I. Purpose of draft SIR The Government seeks industry comments on the attached draft SIR. The SE2025 SE SIR consists of the following sections and attachments: Entire SIR Sections A-M (with index) Individual Sections A-M Attachment J005 Labor Categories In addition, the FAA is releasing a listing of companies interested in the SE2025 SBC procurement for subcontracting or teaming purposes. Note - this interested parties listing includes firms interested in this and/or the SE2025 Research & Mission Analysis SIR being released separately from this announcement. II. Draft SIR for Planning Purposes Only This SIR is issued for the purpose of soliciting feedback in anticipation of the Government releasing a final SIR. The intent of this exercise is twofold: to share the Government ™s intent to issue the SIR and to provide opportunity to assist the Government in improving the draft SIR based on industry perspective. Interested parties are encouraged to comment and/or identify elements of the SIR that seem unclear or in their opinion require editing. The Government does not intend to award a contract on the basis of this SIR or to otherwise pay for the information solicited. This announcement is a request for comments only. The FAA does not guarantee that procurement will occur, nor is this release a commitment by the FAA to enter into a contract with any respondent. If determined to be beneficial to all potential Offerors, the Government will publish any of the comments, concerns and/or clarifications received in response to the draft SIR and the Government response; and if published, these, organization or company names will not be associated with individual comments. Responses containing proprietary information, although not prohibited, are discouraged. If a response contains proprietary information, the respondent must so indicate prominently on the response and clearly mark all such information. III. Submission Deadline Respondents are requested to submit comments electronically via an FAA-provided SE2025 web portal by June 24, 2014 (no later than 2:00 P.M. Eastern Daylight Time (EDT)). IV. Draft SIR Submission Instructions 1) Submit comments electronically using the instructions contained at the following web site: https://ksn2.faa.gov/contracts/sbr/Public/SitePages/QA.aspx All comments must be submitted through the above SBR Web Portal; the Government will not accept comments via email or other media. Submit comments to specific SIR sections. The user interface will guide respondents in submitting comments to individual SIR sections. V. Establishing a SE2025 web portal account Companies interested in this procurement are requested to establish a SE2025 web portal account to exchange future information on this procurement.
