Description
MARKET SURVEY The FAA is seeking to obtain market information from offerors to construct a new precast concrete prefabricated building complete with mechanical and electrical systems, lighting protection, facility grounding system, tilt down antenna tower, perimeter fence and associated utilities. The responses to this market survey will be used for information purposes only. This is not a screening information request for proposals of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor s expense. This announcement is not a Request for Proposal (RFP) or Request for Offer (RFO) of any kind. It is for information and planning purposes and is not to be construed as a commitment by the Government. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA s 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service disabled veteran owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of meeting the requirements. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran owned small businesses or 8 (a) certified firms. The principal North American Industry Classification System (NAICS) code is 238210-Electrical Contractors and Other Wiring Installation Contractors. $14.0 million Interested firms are required to email the attached Business Declaration form and a copy of their SBA 8(a) certification letter to deana.galloway@faa.gov No phone calls will be accepted regarding this market survey. All interested vendor s written responses must be received by 2:00 pm PST on Friday, June 13, 2014 with the following information: 1. Capability Statement 2. Business Declaration 3. 8 (a) Certification This SIR is for informational purposes only and shall not be construed as a commitment or a promise to contract by the Government. The Government is not liable for costs associated with the preparation, submittal of inquiries, or responses for the announcement and will not reimburse any firm for costs incurred in responding to the public announcement. Responses will not be returned. Since this is a market survey announcement, no evaluation letter and/or results will be issued to the respondents. No solicitation exists as this time. When a solicitation is issued, it will be announced on the FAA s Contracting Opportunities web page. It is the offeror s responsibility to monitor this site for the release of the solicitation. This notice is for informational purposes for Minority, Women Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals and women owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at the prime interest rate to provide accounts receivable financing. The maximum line of credit is $750,000.00.
