- This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offers to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition is 334515 Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The small business size standard for NAICS Code 334515 is 500 employees. The proposed requirement is for the supply and delivery of a DC Ramp test set that can conduct offline tests of stator winding insulation. This device can identify problems in the stator winding insulation before an unexpected in-service failure. The device allows tests to be performed in accordance with IEEE std 95-2002 and can identify stator insulation windings that are approaching failure without accelerating the deterioration process. The following are essential and mandatory physical features of the product: Programmable dc, high-voltage test set and automatically ramps the high voltage at a preselected rate. Requires only one individual to perform the test and provides better control and sufficient foresight of impending failure in order to avoid damage to the insulation. Ground Presence Detection and Protection, ramp rate control, Built-in winding discharge circuit, manual voltage control. Automatic Ramp or Manual Mode. Iris Power is the only DC Ramp Test Set with these fetchers. The anticipated that the award date will be on August 1, 2014. The capability statement shall address the requirement listed above, demonstrate the company's capability to provide a product that is able to address the mandatory physical characteristics of the product described above, and describe previous procurements performed of similar size and complexity. Additionally, all responses to this sources sought shall include company name and address, business size and type (8(a), HubZone, Small Business, etc), and point of contact to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, including whether an 8(a) or Hubzone set-aside is warranted or if another socio-economic set-aside strategy is more appropriate.
