This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." (ii) The solicitation number is HHS-NIH-NHLBI-CSB-(DE)-2014-134-RSF and the solicitation is issued as a request for proposal (RFP). (iii) The solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-73 dated April 29, 2014. (iv) The associated North American Industrial Classification System (NAICS) code for this procurement is 541611 with a small business size standard of $6.5M. This acquisition is being conducted in accordance with FAR Part 12, Acquisition of Commercial Item procedures and FAR Part 15, Contracting by Negotiation. (v) A list of contract lines items will be provided upon award. (vi) Purchase Description (Statement of Work) is below: A. Mission and Background: The National Institute of Dental and Craniofacial Research (NIDCR) is the federal government's lead agency for scientific research on oral, dental and craniofacial health and disease. NIDCR is one of the National Institutes of Health (NIH) in the U.S. Department of Health and Human Services. The mission of NIDCR is to improve oral, dental and craniofacial health through research and research training and by sharing science-based health information with the public and health care professionals. B. Purpose and Objectives This acquisition is for consulting services to conduct research about economic factors relevant to oral health care in the United States during a twenty year period. The leadership of NIDCR wishes to include oral health economic data in establishing research priorities, in assessing the value of NIDCR funded research, and in communicating the value of NIDCR funded programs and projects to a variety of stakeholders. A seminal paper commissioned by NIDCR and published in the 1990s about the utilization of dental services needs to be updated. Increases in the availability of data about oral health treatment and improvements in econometric methods make it timely to conduct this research now. The objectives for consulting services follow: 1. Systematic review and synthesis of published papers about the economic burden and consequences of dental, oral, and craniofacial diseases and conditions; 2. Articulation of research questions relevant to the mission of NIDCR; 3. Identification of existing sources of oral health data relevant to the research questions; 4. Development of a statistical model for oral health economic research that includes treatment costs and expenses, healthcare utilization, quality of life, consumer health and behavior, and results from NIDCR-funded research; 5. Data collection, analysis, and reporting consistent with the research questions and statistical model. C. Scope of Work Task 1- Review and Synthesis: The contractor shall review and synthesize peer-reviewed, published papers about the economic burden and consequences of dental, oral, and craniofacial diseases and conditions. The review shall include information about the methods used to identify relevant publications, methods used to validate the inclusion of each publication in the review, and a list of the papers included in the review with complete citation and abstracts. The synthesis shall assess strengths and weaknesses of current approaches to research about oral health economics as they relate to the interests of NIDCR, as well as to the availability and accessibility of existing sources of data for the proposed research. Finally, the review shall include recommendations about data that is not currently easily accessible or available but would be useful to oral health economics research in the future (through collaborations with federal agencies, dental schools, dental associations, or dental insurers, for example). Note to Offeror: Upon contract award, NIDCR will provide a list of publications; however, the research conducted by the contractor should not be limited to the NIDCR provided list of publications. Task 2 -Development of Research Questions The contractor shall develop, refine, and operationalize a set of research questions. The contractor shall recommend the modification or deletion of one or more of the preliminary questions or the addition of new questions. Note to Offerors: NIDCR will provide a preliminary set of research questions developed by NIDCR. Task 3- Development of a Statistical Model The contractor shall develop a statistical model that includes healthcare costs and utilization, quality of life, consumer health and behavior, advances in oral health research, and environmental factors. Note to Offeror: Three examples of statistical models from the published literature relevant to the proposed project follow. • Brown et al., 1994: The demand side of the analysis used a microeconomic model of consumer behavior: "...individual demand for dental care depends on the economic factors that enter into the budget constraint (income, the price of dental care, the dental coinsurance rate, and the price of other goods) as well as the noneconomic factors" (p. 199) that affect oral health status. • Vujicic and Nasseh, 2014. This study explored dental care utilization with a model that included demographic factors, family income, dental benefits, and health status. • Manski, Moeller, and Chen (2014). This study explored dental care coverage and use with a model that included demand, market supply, environment, and biomedical factors. The demand portion was based on a behavioral model that included "predisposing factors (age, gender, education, employment status, marital status, race/ethnicity, and health attitudes), enabling factors (income level and dental care coverage), and need factors (self-reported health status." Task 4-Data Collection, Analysis, and Reporting The contractor shall collect and analyze data consistent with the statistical model and the specified research questions. Task 5- Reports of Findings The contractor shall conduct oral briefings and prepare written reports. Oral briefings and written summaries, technical in nature, are required for Tasks 1, 2, and 3. An oral briefing with data summaries is required for Task 4. A final written report of publishable quality describing methods, results, and conclusions from Tasks 1, 2, 3, and 4 shall be submitted to NIDCR by the contractor. The contractor shall submit raw data electronically to NIDCR upon completion of the project. Contract Type: Firm Fixed price: An evaluation of the offeror's price proposal will be made to determine if proposed prices are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the technical proposa. D. Deliverables Work products, technical summaries, oral briefings, and written reports responsive to the Tasks defined in the Statement of Work will be required at the following dates: Task 1 (systematic review of the literature): Written, technical summary due November 15, 2014 Task 2 (development of research questions): Written, technical summary due December 15, 2014 Task 3 (development of statistical model): Written, technical summary due February 15, 2015 Task 4 (data collection and analysis): Oral briefing with data summaries and preliminary findings due July 1, 2015 Task 5 (reporting): Final written report with technical summary due September 14, 2015 All raw data must be submitted electronically to NIDCR by September 14, 2015 (vii) Date(s) and place(s) of delivery and acceptance and FOB Point will be determined upon award (viii) FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition (ix) FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. E. Evaluation Factors (100 Points): 1. Understanding of the requirements and adequacy of the Statement of Work (40 points). The offeror must clearly describe the proposed processes for performing the work under each task (as opposed to repeating the requirements). The evaluation will focus on the offeror's demonstrated understanding, expertise, and experience in the following areas: • the mission and goals of the National Institutes of Health and the National Institute of Dental and Craniofacial Research (NIDCR); • the research portfolio of NIDCR; • the practice of dentistry and public health dentistry; • systematic reviews of publications and technical reports of economic analyses relevant to health care expenditures and costs; • accessing multiple sources of data relevant to oral healthcare expenditures and utilization; • conducting original research about health care expenditures and costs; • scientific and technical speaking and writing, including publication of research results in peer-reviewed journals. Also, the offeror must provide a detailed plan for an effective system of data quality control, citing examples of experience with the types of errors that might be encountered in the kind of work to be performed under this acquisition and the mechanisms that are in place to guard against such errors. 2. Qualifications of personnel (35 points) The offeror must clearly describe the experience, qualifications, and availability of proposed personnel and subcontractor staff, if any. These will be evaluated as follows: • The Principal Investigator or Project Director should be a senior staff member of the organization with demonstrated ability in effective program management, cost, and quality control, as well as success in leading similar research projects; • Supporting materials should include resumes of the proposed research faculty or professional staff and statements of their availability; • The proposed research faculty or professional staff must have demonstrated expertise and experience in relevant aspects of health economics research, that is, high level skills in systematic reviews of technical and science literature, study design, instrument development, data collection, data analysis, statistical modeling, econometric analysis, and scientific speaking and writing; • The proposed research faculty or professional staff must have demonstrated understanding of the organization and functions of the National Institute of Dental and Craniofacial Research (NIDCR); • Supporting materials should include work samples similar to the deliverables described in the Statement of Work. Samples will be evaluated for clarity, relevance, and potential contribution to the advancement of biomedical research. Correct use of grammar, quality of editing, and absence of jargon are important; • The proposal itself will be considered a work sample, and contributors to the proposal should be identified by name and corresponding section of the proposal. 3. Related experience of the Company. (15 points) The offeror must clearly describe the experience and suitability of the Company in regard to the following: • Experience with health economics research projects similar to the one described in the statement of work; • Experience with interdisciplinary research; • Suitability of facilities and resources. 4. Organization and administration (10 points) The offeror must clearly describe the organization and administration of the Company as it applies to the proposed project in the following areas: • Ease and efficiency of management and control; • Organizational commitment to the proposed project; • Effectiveness of management processes;• Clearly identified contributions and management of subcontractors, if applicable. (x) Offerors shall include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. (xi) FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition. (xii) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. (xiii) No additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.
