- The U.S. Army Contracting Command (ACC) Aberdeen Proving Ground (APG) Edgewood Contracting Division (ECD), on behalf of the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD), by and through the Joint Product Manager CBRNE Analytics and Response Systems (JPdM CBRNE A&RS) within the Joint Program Manager Guardian (JPMG), intends to competitively solicit proposals, on a full and open basis, for the Engineering, Manufacturing, and Development (EMD) Phase of the Common Analytical Laboratory System (CALS) program. Specifically, the CALS EMD effort will involve designing, developing, fabricating, integrating, and testing the CALS in multiple configurations in accordance with (IAW) the CALS System Performance Specification (SPS) and this Performance Work Statement (PWS). The estimated period of performance for the CALS EMD effort is 3.5 years. The solicitation will contain multiple contract types and options in order to most efficiently execute the CALS EMD effort. Specifically, all Non-Recurring Engineering, Test Support, Logistics, ect. will be completed on a Cost Plus Incentive Fee basis. Initial CALS components will be procured via a Firm Fixed Price contract type. The individual CALS configurations will be procured via Fixed Price Incentive options. The below provides additional information on CALS and estimated quantities for each configuration. CALS integrates a common suite of commercial- and government-off-the-shelf (COTS/GOTS) analytical components to support the identification of CBR materials in environmental samples. The CALS program will develop and field two integrated system configurations to support an array of CBR missions for DoD field analytic units. Each configuration will support either field confirmation- or theater validation-level environmental CBR analysis. The configurations will be developed using modular open systems architectures (MOSA), and include: Field Confirmatory Configuration (Estimated Quantity: 4 each). Supports tactical decisions in the field regarding avoidance, protection, and decontamination measures. The system integrates common CBR capabilities into a common 20-foot ISO container. Analytical Capability Set Configuration (Estimated Quantity: 4 each). A palletized/transportable configuration. This transportable configuration enables end users to receive the CBR subsystems that meet their specific mission profiles, while also enabling CBR subsystems to operate in a range of user-provided laboratory enclosures/shelters. Theater Validation Configuration (Estimated Quantity: 2 each). Similar to the Field Confirmatory Configuration, but provides an expanded CBR capability and higher degree of confidence in the analytical results. Analysis from the Theater Validation Variant provides additional critical information to support timely and effective operational-level decisions regarding avoidance, protection, and decontamination measures. The system integrates an expanded CBR capability into a set of 20-foot ISO containers. Interested parties are advised that certain documentation pertaining to the CALS effort is export controlled and as such, access to this documentation will be restricted utilizing the Federal Business Opportunities website. Interested parties will need valid contractor login credentials to access this information once it has been posted. The CALS EMD effort will be solicited on a full and open competition basis and will utilize a best value trade-off approach.
