- THIS IS A PRE-SOLICITATION NOTICE - THE RFP WILL BE POSTED AT LEAST TWO WEEKS FOLLOWING THE DATE OF THIS POSTING. 1. PROJECTION INFORMATION : The Broadcasting Board of Governors, International Broadcasting Bureau(BBG/IBB), Office of Contracts(M/CON), seeks firms qualified to render Architect/Engineer Design and Installation services primarily for Medium Wave, Shortwave, FM, Television, and other broadcast consulting engineering services related to transmission systems. Accordingly, the scope of services sought under the solicitation, will include but are not limited to the following services: Related to new design and construction Renovation; Maintenance and repair of new and existing MW, SW, FM, TV and other Transmitting systems Multiple Work-Phasing System allowing orderly progressions from the Investigation Phase to the Construction Support Phase when work require construction of facilities:  Investigation Phase  Concept Design Phase - 35%  Statement of Work Preparation Phase - 95% or  Pre-Final Design Phase - 100%  Construction Support Phase (a) The Contractor shall provide professional engineering consulting services required to perform MW, SW, FM, TV, and other engineering investigations, analyses, and designs, and to prepare construction documents, statements of work, and cost. estimates, and in some circumstances to provide construction support services, and supervise, construction of designated radio frequency -projects at designated International Broadcasting Bureau (IBB) Transmitting Stations and at other potential transmitting locations. (b) Work will be related to new design and construction; renovation; and maintenance and repair of new and existing MW, SW, FM, TV, and other transmitting systems, as well as investigations into new or unconventional broadcasting systems and their expected performance. Specifically, projects may include, but are not limited to radio frequency design work relating to MW, SW, FM, and TV transmitters, radio frequency propagation, towers, MW antennas, SW-antennas, TV antennas and transmission systems including pattern calculation and analysis and regulatory and frequency allocation issues, both I domestic and international, that may affect the operation of such systems. In addition, work may include calculation, measurement, and identification, as well as mitigation of non-ionizing electromagnetic radiation hazard zones in the vicinity of transmitting systems and various other aspects of the broadcast system transmission facilities. 2. Location: Washington, D.C.; Greenville, North Carolina; and various overseas sites such as Thailand, Philippiness, Botswana, Germany, Kuwait, Sri Lanka, Marianas, Sao Tome,  3. CONTRACT INFORMATION: Service Type : Brooks Act (Public Law 92-582) Federal Acquisition Regulation Subpart 36.6 Architect-Engineer Services NAICS Code: 541310 Classification: C Size Standard: 541310 Architectural Services $7 million SMALL BUSINESS SET-ASIDE: No set-aside used. However, in accordance with Public Law 95-507 and FAR 52.219-9, should a large business receive award, the firm shall be required to provide subcontracting opportunities to small business concerns inclusive of those owned and controlled by socially and economically disadvantaged individuals in the performance of this contract. As part of its commitment to the socioeconomic initiatives of the Federal Government for this procurement, the U.S. General Services Administration (Mid-Atlantic Region) has established the following subcontracting goals: • 30.0% for Small Business • 5.0% for Small Disadvantaged Business (SDB), • 5.0% for Small Women-Owned Business, • 3.0% for Small HUBZone Business, • 3.0% for Small Veteran-Owned Business, and • 3.0% for Small Service-Disabled Veteran-Owned Business Selection Process to be announced in the Solicitation posting.
