- This solicitation is set-aside for Historically Underutilized Business Zone Small Business concerns. The North American Industry Classification System (NAICS) Code is 541330 and the small business size is $14.0 million annual average gross revenue of the concern for the last 3 years. Brooks Act procedures as implemented by FAR Subpart 36.6 will be used to select the most qualified firm based on demonstrated competence and professional qualifications to provide architect and engineering services in mechanical projects as described herein. Architect-Engineer (A-E) Services are required for firm fixed-price indefinite delivery/indefinite quantity (IDIQ) contract for various facilities and activities under the cognizance of the Naval Facilities Engineering Command, Marianas. Area of contract coverage is primarily on Guam and may include the outlying areas in the Pacific Ocean, including the Commonwealth of the Northern Mariana Islands and Micronesia. A-E services that may be required under this contract include, but not limited to, DD Form 1391 documentation, design or design build documents, plans, specifications, cost estimates, related studies, surveying, soil borings, hazardous materials identification, energy computation, other associated engineering services, shop drawing review, as-built drawing preparation, Operation and Maintenance Support Information, sustainable engineering design practices, and construction inspection and engineering consultation services during construction. Engineering services may be required for engineering related studies and assessments of infrastructure and building projects include, but not limited to, basic facilities requirements, engineering investigations, energy assessments, and concept studies. Projects will involve mechanical engineering services and may include, but not limited to, incidental architectural, civil, electrical, or structural engineering services. Planned projects include predominantly energy, fuel system facilities and upgrades; and mechanical engineering systems in building facilities, e.g. heating, ventilation and air conditioning, refrigeration, plumbing, fire protection, fuel oil systems, steam systems, compressed gases and vacuum systems. The project scope involves new construction, renovation/modernization, and routine repair/maintenance of Government shore-based and airfield facilities on Guam and in the outlying areas in the Pacific Ocean. The facility types include, but not limited to, operations and training facilities, maintenance and production facilities, supply facilities, hospital-medical facilities, administrative and communication facilities, housing and community facilities, airfield, wharves, utilities, and ground improvement. The A-E firm must be able to demonstrate its qualifications for the previously mentioned requirements and its ability to perform the following work: (a) Investigate new or existing site conditions, identify new or existing facility functional and operational requirements and recommend/design new or corrective actions related to the previously mentioned project facility types; (b) Prepare, review, and facilitate project documentation, scope of works, designs, cost estimates, and request for information in pre-award, solicitation, or post-award phases in accordance with NAVFAC Design-Build RFP or Government Design Criteria or Instructions; (c) Design Charrette and Functional Analysis Concept Design per UFC 1-300-09N, latest edition; and (d) Provide post-construction award services when authorized. It is anticipated that under this contract, the selected firm may be required to perform design of multiple, small construction projects with short design timeframes. Firms must demonstrate their ability to perform multiple fast-track designs for small construction projects. The DD Form 1391 documentation is prepared in the Navy's Electronic Procurement Generator and includes cost valuation surveying, concept and site sketches with utility points of connections; and may require enhancement of previously prepared basic documentation, including economic analysis and recommendations for potential utilities impacts and sustainable features. Firms are required to prepare cost estimates utilizing the SUCCESS estimating system in Work Breakdown Structures, specifications in the SPECSINTACT program, Design-Build, and Design Bid-Build RFPs utilizing NAVFAC DB Masters, and drawings in AutoCad format utilizing the National CADD Standards format with NAVFAC (Marianas) required modifications. Firms will also be required to provide documents in pdf format. Final documents will require electronic signature using the Navy's DeSign signature software. Some projects may also require design in the metric system. The contract requires that the selected firm have on-line access to web-based support programs and e-mail via the internet for routine exchange of correspondence. Evaluation and selection will be based on the most highly qualified firm upon evaluation of the selection criteria stated herein. The A-E must demonstrate their qualifications and each key sub-consultants qualification with respect to the published selection criteria for all services. Selection criteria (1) through (8) are listed in descending order of importance. 1.SPECIALIZED EXPERIENCE: Specialized experience of the firm and proposed sub-consultants in mechanical engineering services required for the contract: (a) Past experience with regards to mechanical projects; (b) Knowledge and experience to perform the work to the requirements of Unified Facilities Criteria, Unified Facilities Guide Specifications, regulations including Air Force, Navy, Marine Corps, and DoD and State environmental policies in the U.S. and its territories (particularly in Guam and the Mariana Islands); and (c) Knowledge of local codes, laws, permits and construction materials and practices of the contract area. Firms will be evaluated on their demonstrated recent specialized experience in the mechanical engineering services required for the contract. Specialized experience of the prime firm will be given more consideration than that of the team sub-consultants. More importance will be placed on specialized experience within the Naval Facilities Engineering Command Marianas area of responsibility, particularly in Guam and the Mariana Islands. Submission Requirements: Provide a maximum of ten (10) completed projects in Section F that best illustrate relevant specialized experience in the past five years from June 2009 to June 2014. Select projects that demonstrate the team ™s capability to perform work similar to what is required for this contract. For each project provided, indicate which team members participated in the project scope or related tasks, each firm ™s role, and an estimate of the percentage of work that was performed by each firm. A project is defined as either a stand-alone contract or task order for a single undertaking of A-E services to satisfy a finite requirement of work. If more than 10 projects are submitted for evaluation, the Government will evaluate the first 10 projects and disregard any other project information after the first 10 projects. 2.PROFESSIONAL QUALIFICATIONS AND TECHNICAL COMPETENCE: Professional qualifications and technical competence of the key personnel proposed for this contract, including prime and subcontractor key staff to be assigned to the project: (a) Active professional registration; (b) Past experience in the type of work required or evidence of similar relevant experience with present and other firms and roles of staff members specifically on projects addressed in Selection Criterion 1 SPECIALIZED EXPERIENCE; (c) Capability to provide qualified backup staffing for key personnel to ensure continuity of services and ability to surge to meet unexpected project demands. Emphasis will be placed on qualifications and experience relating to mechanical engineering services; however, firms should include information demonstrating qualifications of all key personnel including qualifications relating to other specialty areas. Firms will be evaluated in terms of the key personnel ™s professional qualifications and relevant experience necessary for performance of the required services, and the depth of proposed staff to ensure continuity of services and ability to meet unexpected project demands. Submission Requirements: Submit a list of key personnel proposed for the contract. Provide a resume and a summary of relevant projects for each person. Key personnel of the prime firm will be given more consideration than that of the team sub-consultants. More importance will be placed on professional qualifications of the key personnel with relevant project experience in tropical environments similar to Guam and the Mariana Islands. A project is defined as either a stand-alone contract or task order for a single undertaking of A-E services to satisfy a finite requirement of work. 3.CAPACITY: Ability to perform the work to schedules and capacity to accomplish a variation of taskings simultaneously. Firms will be evaluated in terms of impact of this workload on the design staff's projected workload during the contract period and the ability to respond immediately to evaluate emergency operational problems. Submission Requirements: In Section H, describe the responsibilities of team members and consultants and the depth of staff experience, present workload, and the availability of the project team (including consultants) for the specified contract performance period. The A-E firm shall demonstrate the design team ™s ability to concurrently perform and manage multiple projects in different locations to meet aggressive schedules and control costs. 4.PAST PERFORMANCE: Firms will be evaluated in past performance with respect to work quality, compliance with schedules, cost control, and cooperation and responsiveness (with emphasis on projects addressed in Selection Criterion (1)). Firms should include any letters of commendation or awards. Letters of commendation or awards for relevant projects submitted for Selection Criterion (1) or (2) will be considered more favorably than letters of commendation or awards for other projects. Firms will also be evaluated on performance evaluations obtained from the Architect-Engineer Contract Administration Support System (ACASS). Past performance of the prime firm will be given more consideration than that of the team sub-consultants. Submission Requirements: If available, submit a completed Contractor Performance Assessment Reporting System (CPARS)/Architect-Engineer Contract Administration Support System (ACASS) evaluation for projects submitted under Criterion 1 Specialized Experience. If a completed CPARS/ACASS evaluation is not available, submit a completed Past Performance Questionnaire (PPQ) for projects submitted under Criterion 1. The PPQ form is provided as an attachment to this notice. Do not submit a PPQ when a completed CPARS/ACASS is available. The A-E firm shall ensure that correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with the SF330. If the A-E firm is unable to obtain a completed PPQ from a client before the response date set forth in this notice, the A-E firm should complete and submit with the package the first page of the PPQ, which will provide contract and client information for the respective project(s). A-E firms should follow-up with clients/references to ensure the timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government point of contact, Juvee Pangelinan, via e-mail at Juvee.Pangelinan@fe.navy.mil, prior to the date and time for responses in this notice. A-E firms shall not incorporate by reference PPQs or CPARS/ACASS previously submitted in response to other A-E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. In addition to CPARS/ACASS and/or PPQs, provide past performance information by the Prime and team members on contracts with government agencies and private industry in terms of work quality, innovation, compliance with schedules, cost control, overall safety record, and stakeholder/customer satisfaction. Briefly discuss cost control procedures and adherence to project schedules. 5.SUSTAINABLE DESIGN: Firms will be evaluated in terms of their knowledge and demonstrated experience in applying sustainability concepts through an integrated design approach and designing in accordance with the U. S. Green Building Council, Leadership in Energy and Environmental Design (LEED) Green Building Rating System or an equivalent rating system. Identify examples indicating design team (including sub-consultants) experience and concepts employed in LEED or an equivalent rating system for certification points anticipated and final points awarded, and certified professionals proposed for this contract. Submission Requirements: In Section H, provide a narrative to describe design team ™s knowledge and sustainable design experience for this contract. Identify the design team ™s involvement on projects achieving LEED certification and provide the number of LEED accredited professionals proposed for this contract. 6.QUALITY CONTROL PROGRAM: Firms will be evaluated on the acceptability of their internal quality control program used to ensure technical accuracy and discipline coordination of plans and specifications. Submission Requirements: In Section H, provide an organizational chart with key personnel responsible for the quality control program and a narrative to describe your corporate quality control program, processes and procedures, and assigned authorities. Submittal of a broad or generic quality control manual is not acceptable. 7.FIRM LOCATION: Location in the general geographical area of the project and knowledge of the locality of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract. Submission Requirements: In Section H, indicate location of the office that will be performing the work, including main offices, branch offices, and the offices of the team sub-consultants. 8.VOLUME OF WORK: Firms will be evaluated in terms of work previously awarded to the firm by DoD within the past 12 months with the objective of effecting an equitable distribution of DoD A-E contracts among qualified A-E firms and firms that have not had prior DoD contracts. Submission Requirements: Firms shall provide a list of DoD contracts awarded to the firm within the past 12 months. The submission shall include contract information including a dollar value for each contract/task order award. There will be one selection made from this announcement. The duration of the contract will be for one year from the date of an initial contract award with four additional option periods. The total maximum dollar value, including the base period and all option periods, is $20,000,000 for the contract. The minimum fee for the contract is $5,000 for the base period with no minimum fee for any of the option periods. The total amount that may be paid under the contract (including option periods) will not exceed $20,000,000 for the entire contract term. The minimum guarantee for the entire contract term (including option periods) will be satisfied by the award of the initial task order. The options may be exercised within the time frame specified in the resultant contract at the sole discretion of the Government subject to workload and/or satisfaction of the A-E performance under the subject contract. There will be no dollar limit per task order or period, but the estimated maximum amount per period is $4,000,000. Work will be ordered via task orders on an as-needed basis during the life of the contract. Each project will be a firm-fixed price A-E task order contract. A-E firms are advised that the selected firm, its affiliates, consultants, and subcontracts that design, prepare, or provide engineering services in support of construction contract documents cannot provide construction services for the same contract. No other general notification to the firm for other similar projects performed under the contract will be made. Type of contract: Firm-Fixed-Price, IDIQ Contract. Estimated award date is December 2014. This proposed contract is being solicited as 100% set-aside for HUBZone small businesses; therefore, replies to this notice are requested from only HUBZone small business concerns. The appropriate NAICS for this contract is 541330. The small business size standard classification for this contract is $14,000,000. All contractors are advised that registration in the DoD System for Award Management (SAM) Database is required prior to award of a contract. Failure to register in the DoD SAM Database may render your firm ineligible for award. For more information, check the DoD SAM Website: http://www.sam.gov. A-E firms which meet the requirements described in this announcement are invited to submit a completed SF330. If the SF254/SF255 is submitted for this solicitation, they will not be reviewed or considered. The SF330 should be typed, one-sided, and the entire submittal package shall not exceed 50 pages in total. The CPARS/ACASS and PPQs are not included as part of this 50-page limit. Include CPARS/ACASS and PPQs as a separate attachment to the SF330. As an attachment after Section C, present an organizational chart of the proposed team showing the names and roles of all key personnel listed in Section E and the associated firm as listed in Section C. A-E firms shall provide their DUNS, CAGE, TIN, and ACASS numbers in Section H, Block 30 of the SF330. Provide evidence that your firm is permitted by law to practice the professions of architecture or engineering, i.e., State registration number. Responses are due no later than 4:30 p.m. Guam time, July 7, 2014. Firms responding to this notice are requested to submit two (2) hard copies of the SF330 and one (1) CD electronic copy. The A-E firm is responsible for ensuring that all paper and electronic copies are identical. Should there be any discrepancy between the paper and electronic versions, the paper copy shall govern. THIS IS NOT A REQUEST FOR PROPOSAL. Firms responding to this notice by July 7, 2014 no later than 4:30 p.m. (Guam time) will be considered.
