DUE DATE IS CHANGED FROM JUNE 16, 2014 TO JUNE 17, 2014 2PM LOCAL TIME. ******************************************* This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The Portland District Office of the U. S. Army Corps of Engineers (USACE) has been tasked to solicit for and award a project/procurement for Geologic and Geotechnical Engineering Services. This Indefinite Delivery Indefinite Quantity contract will be procured in accordance with the Brooks Act and implemented in FAR Subpart 36.6. The official synopsis for a proposed contract action, citing the solicitation number, will be issued on Federal Business Opportunities www.fbo.gov and will provide information on what is to be submitted. The proposed project will be a competitive firm-fixed price contract. The type of solicitation to be issued will depend upon the responses to the Sources Sought. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers (USACE) - Portland District (NWP) is conducting market research for an anticipated A-E service and intends to award one Indefinite delivery/indefinite quantity (IDIQ) contract with a maximum capability of $5 million. The contract will have a base period of one year and four option periods of one year each. The estimated minimum task order amount is $2,500 and the estimated maximum task order amount will not exceed the contract amount. The type of set-aside decision(s) to be issued depends upon the response to this Sources Sought announcement and associated market research. Responses are to be sent via email to Amy.A.Wong@usace.army.mil by June 17, 2014, 2 pm, local time. North American Industrial Classification Code (NAICS): 541330 Small Business Size Standard: $14.0 Million Federal Service Code: C219. The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of various members of the industry, to include the Small Business Community: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUB-Zone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must determine whether there is adequate competition among the potential pool of responsible contractor. Small Business, 8(a), Hub-Zone, EDWOSB, and SDVOSBs are highly encouraged to respond. Project Description: Providing services for geology, geotechnical engineering, and engineering geology services for the evaluation, analysis, design, and inspection of civil works projects including, but not limited to, dams, levees, jetties, and facilities. The firm must be able to produce engineering drawings in a Computer Aided Design and Drafting (CADD) application and provide drawings to Portland District on electronic media (CD or DVD). These design drawings shall be produced in compliance with current Corps of Engineers Portland District (CENWP) CADD standards, SDSFIE Spatial Data standards and possessing the ability to process and submit data, information and drawings for required surveys to District established specifications in formats primarily including but not limited to ASCII, EXCEL, Microstation (DGN), Inroads (DTM), ESRI (ArcGIS), TIF and PDF formats. Field investigations including geophysical explorations; groundwater and water well investigations; landslide investigations; drilling, sampling, and logging of soils and rocks from land and over water; and in-situ testing. Laboratory testing to determine soil and rock properties. Design and installation of instrumentation including piezometers, monitoring wells, and inclinometers. Site characterization including geologic mapping, subsurface interpretations, evaluation of soil and rock conditions and properties, and groundwater conditions. Design of features to support construction activities, such as excavations, dewatering, and temporary retaining structures. Analysis and design for seepage, slope stability, shallow and deep foundations, retaining walls, embankments, and ground improvement. Analysis and design of rock masses including blasting, rock supports, rock slopes, rock foundations for structures, tunnels in rock, and foundation grouting. Seismic analysis and design including ground motion studies, seismic analysis of existing structures, and seismic design of new structures. Consulting on the analysis, design, and construction of roller-compacted concrete structures. Preparation of documents including geotechnical data reports, analysis reports, design documentation reports, plans and specifications, and post-construction reports. Engineering during construction and inspection services. Prior Government contract work is required for submitting a response under this Sources Sought. CONTENT: Your firm's response to this market research request shall be limited to up to 10 (ten) pages and shall include the following information along with the technical abilities and equipment we are looking for. 1. Firm's name, address, current point of contact, phone number, and e-mail address. 2. Firm's interest in responding to the Synopsis when it is issued. 3. Provide any information on your Firm's technical abilities/experience as they pertain to the A-E services outlined along with number of years of experience specific to what we are looking for. (Include past contracts with USACE, if applicable.) 4. Any past performance information that demonstrate technical experience. Minimum of 3 and no more than 5. 5. Please identify which category of small business and business size your firm falls under. Include your CAGE and DUNS numbers. Responses will be shared with the Government and the project team, but otherwise will be held in strict confidence. Interested firms shall respond to this Sources Sought no later than 2:00 pm local time on Tuesday, June 17, 2014.
