Description

This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office announces a SOURCES SOUGHT SYNOPSIS (N00189-14-R-Z065) to develop task-based curriculum according to Naval Education and Training (NAVEDTRA) curriculum development standards for the Center for Information Dominance (CID) in Pensacola, FL. The Contractor shall update the Command and Control Tactical Analysis Course (C2TAC), Cryptologic Technician Technical Submarine Operation (CTT Sub Ops) Interactive Courseware (ICW), update Electronic Warfare (EW) Applications Advanced, EW Threat Recognition, Surface EW Journeyman Operations, National Systems Support, Create EW Applications (Master) and convert 15 Shipboard Operations Course Lesson Plans to ICW. Successful development requires the Contractor to develop task-based curriculum which requires trainees to demonstrate performance and practical application of the tasks outlined in the Government ™s training needs assessment. The responsibilities of the contractor will include but is not limited to applying the Plan, Analyze, Design, Develop, Implement, and Evaluate (PADDIE) ISD model in the performance of the tasks defined in the Performance Work Statement (PWS). The PWS for this requirement is attached to this announcement for informational purposes only. THE PWS ATTACHED HERETO IS NOT FINAL. The contractor will be required to have a TOP SECRET/SCI security clearance in performance of this requirement. The proposed contract will be Firm Fixed Price for the course update services that are provided. INTERESTED PARTIES The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various interested business including but not limited to members of the Small Business Community such as Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. Responses to this posting shall provide a summary of their company ™s capabilities including organization name, address, description of facilities, personnel, and past experience; and a point of contact, telephone number, facsimile number, email address, business size, DUNs number, and CAGE Code. All submissions must be received by close of business 13 June 2014.
