Description
SF 1449 Statement of Work (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotation (RFQ) and has been assigned Solicitation Number AB-1330-14-RQ-0545. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74, effective May 30, 2014. (iv) This solicitation is being issued as a Total Small Business Set-Aside. The NAICS code for this requirement is 334516 and the small-business size standard is 500 employees. (vii) All proposals shall be FOB Destination to Auke Bay Laboratories, Ted Stevens Marine Research Institute, 17109 Pt. Lena Loop Road, Juneau, AK 99801-8344. The period of performance is August 15, 2014 to August 14, 2019. (viii) FAR 52.212-1 Instructions to Offerors - Commercial Items (APR 2014) applies to this acquisition. (ix) FAR 52.212-2 Evaluation - Commercial Items (JAN 1999) applies to this acquisition. Paragraphs (a), (b) and (c) are hereby completed as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest price, technically acceptable offer. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) The offeror must submit a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (MAY 2014) with it's quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via the SAM website accessed through https://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the SAM website, the offeror shall complete only paragraphs (c) through (o) of this provision. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2014), applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (MAY 2014), applies to this acquisition. The Contracting Officer may exercise the option by written notice to the Contractor at any time within the ordering period specified in the schedule. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years, 6 months. Questions shall be received no later than 2:00 p.m. PST on 10 June 2014. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation via FedBizOpps (www.fbo.gov). Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. Hoover Building, 14th Street and Constitution Avenue, N.W., Washington, D.C. 20230, FAX: (202) 482-5858 (End of clause) CAR 1352.246-70 Place of Acceptance (APR 2010) (a) The Contracting Officer or the duly authorized representative will accept supplies and services to be provided under this contract. (b) The place of acceptance will be: NOAA/NMFS, Auke Bay Laboratories, Ted Stevens Marine Research Institute, 17109 Pt. Lena Loop Road, Juneau, AK 99801-8344. (End of clause) CAR 1352.270-70 Period of Performance (APR 2010) (a) The base period of performance of this contract is 15 August 2014 to 14 August 2015. The base period is followed by four one-year option periods. (xiii) The following FAR provisions, incorporated by reference, are applicable to this acquisition: FAR 52.204-7 System for Award Management (JUL 2013) FAR 52.225-25 Prohibition on Contracting with Entities Engaging in Certain Activities or Transactions Relating to Iran-Representation and Certifications (DEC 2012) (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this solicitation.
