- SYNTHETIC CATALYTIC HYDROTHERMAL CONVERSION DIESEL AND HIGH FLASH AVIATION Synopsis: In support of the Navy Energy's Strategy, to test and qualify fuels created from domestically produced, environmentally friendly, sustainable, renewable sources for inclusion into its MIL-DTL-16884 (F76) and MIL-DTL-5624 (JP5) specifications, DLA Energy will solicit for the following base requirement: 750 U.S. Gallons (USG) each of 100% Synthetic Catalytic Hydrothermal Conversion Diesel (CHCD-76) and 100% Synthetic Catalytic Hydrothermal Conversion High Flash Aviation (CHCJ-5) fuel. This requirement is for the Navy Fuels Laboratory at Patuxent River, Maryland. The base period will allow the Navy to begin screening tests with five option periods for follow-on qualification testing. The option period quantities are as follows: CHCD-76: CHCJ-5: Base: 750 USG Base: 750 USG Option 1: 4,500 USG Option 1: 4,500 USG Option 2: 27,000 USG Option 2: 30,000 USG Option 3: 27,000 USG Option 3: 30,000 USG Option 4: 27,000 USG Option 4: 30,000 USG Option 5: 15,000 USG Option 5: 15,000 USG The total estimated dollar value is $9.5 million. The method of delivery will be FOB Origin or FOB Destination into Drums, Barrels, and/or Truck depending on the quantity. The ordering period for the base requirement will begin date of award and end October 30, 2014. The delivery period for the base requirement will begin date of award and end October 30, 2014, plus a 30-day carryover. The period of performance for the option periods are as follows: Option 1: January - March 2015; Option 2: April - May 2015; Option 3: June - July 2015; Option 4: November - December 2015; and Option 5: January - March 2016. There will be no product set-aside for small businesses. Materials. CHCD-76 and CHCJ-5 fuel requested under this procurement shall be produced from triglycerides or fatty acids derived from plants, animals, or any combination of these renewable oils. The triglyceride feedstock shall be converted to fuel by a series of unit operations consisting of hydrothermal conversion, such as catalytic hydrothermolysis, followed by hydroprocessing as the final processing step before fractionation into diesel/aviation fuel range hydrocarbons. CHCD-76/CHCJ-5 shall not require blending with petroleum derived F-76/JP-5 or require synthesis by blending two or more components to meet the finished fuel specification.
