- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources that includes; (1) small business sources; (2) HubZone small businesses; (3) service-disabled mall businesses; (4) veteran-owned small businesses; (5) 8(a) small businesses; (6) veteran-owned small businesses; (7) woman-owned small businesses; (8) small disadvantaged businesses, who can perform the requirements of the size classification relative to the North American Industry Classification System (NAICS) code as specified below. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government's requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for market research purposes only. The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business social-economic set-aside, competitive or non-competitive method is possible, and to determine the availability of qualified companies technically capable of meeting the Government's requirement. ALL organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code applicable to this requirement is 561410 Document Preparation Services (Transcription Services) and the associated small business size standard of $7M. Purpose and Objectives for the Procurement: The US Army, Public Health Command (PHC) has an upcoming requirement for Audio Transcription Services. Audio files consisting of WMA, WAV, or MP3 files will be delivered to the transcription agency. The files will average 70 minutes each for a total of approximately 1550 minutes of audio that will need to be transcribed. There will be an average of eight speakers on each audio file. The audio files will be delivered to the transcription agency in a single batch using a secure network file sharing system. The transcription agency will receive e-mail notification when the files are available for download. General formatting requirements are as follows. Transcripts will: Be completed in Microsoft Word Be typed directly into a Word template, if provided Use Times New Roman 12 point font Have one-inch top, bottom, right, and left margins Have all text beginning at the left-hand margin Distinguish between Interviewer speech and Participant speech and indicate if participants are male or female Include time stamping only for passages marked quote mark inaudible, quote mark quote mark overlapping talk, quote mark or as a questionable statement (see quote mark Formatting Guidelines quote mark ) Be de-identified with names of individuals dropped from the transcript and indicated with a blank underline Follow all specific formatting guidelines outlined in the attached quote mark Formatting Guidelines quote mark attachment B.
