Description
This notice is a combined synopsis/solicitation/Notice of Intent. The Government intends to negotiate on a sole source basis with Colorado State University for camels for research animals. Colorado State University has provided these research animals in the past, so purchasing from them provides continuity of supply for establishing accurate research data. Additionally CSU has controlled research environment housing for animals of this size. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML-5-14009. This solicitation is a request for quotes (RFQ).The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73 dated 05/29/2014. The North American Industry Classification System (NAICS) code for this procurement is 112990 with a small business size standard of $0.75M. The National Institute of Allergy and Infectious Diseases (NIAID), Rocky Mountain Laboratories, is seeking to purchase 6 dromedary camels (either sex) between the ages of 3 months and 60 months for research animals. Quotes must have proof of current PHS and OLAW Animal Welfare Assurance and USDA Registration. Additionally, offers must include current AAALAC accreditation proof. This is an open-market combined synopsis/solicitation/Notice of Intent for camel research animals as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process all quotes must include a statement regarding the terms and conditions herein as follows: "The Terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" (Quoter shall list exception(s) and rationale for the exception(s).)
