Description
Synopsis of Proposed Contract Action: Department of Energy Environmental Management Consolidated Business Center Contract Management Closeout Support Services. The DOE EMCBC intends to issue a Request for Quotation (RFQ) DE-SOL-0007073 on a sole source basis in accordance with (IAW) Federal Acquisition Regulation (FAR) 13.106-1 to the National Industries for the Blind (NIB) to provide commercial Contract Management Closeout Support Services at the DOE Environmental Management Consolidated Business Center (EMCBC) in Cincinnati, Ohio. 41 U.S.C. Chapter 85, FAR 8.002, and FAR 8.704 requires that the Government purchase specific supplies and services listed on the mandatory agency procurement list from AbilityOne participating nonprofit agencies, if available, before seeking other sources. Presently, contract management closeout services are not listed on DOE?s agency mandatory procurement list. However, DOE is currently working with the NIB, an organization designated by the independent agency, Committee for Purchase from People Who are Blind or Severely Disabled, to coordinate acquisitions with AbilityOne participating nonprofit agencies, to establish contract management closeout services on DOE?s agency mandatory procurement list. It is estimated that this formal process will take approximately twelve (12) to fifteen months (15) to complete. Contracting directly with the NIB will bridge any lapse in services and will create a fluid transition into a future long-term contract with the NIB once services are established on the agency mandatory procurement list. Future noncompetitive contract actions with the NIB will be conducted in accordance with FAR 6.302-5 and a Justification for Other Than Full and Open Competition will be made available in accordance with FAR 6.305. This requirement is not expected to exceed the simplified acquisition threshold of $150,000. If the Government awards a Labor Hour (LH) purchase order as a result of this RFQ, the period of performance will be for a total of twenty-one (21) months: eighteen (18) month base period and three (3) month option period. The North American Industrial Classification System (NAICS) code for this requirement is 541611, Administrative Management and General Management Consulting Services, with a size standard of $14.0 million. The Government intends to acquire this simplified commercial service using Federal Acquisition Regulation (FAR) Part 12 and 13. THIS ANNOUNCEMENT IS NOT A REQUEST FOR QUOTATION (RFQ), AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO SEEK QUOTATIONS.
