- Request for Proposal (RFP) SECHQ1-14-R-0021 - Contract Legal Support This announcement serves as a pre-solicitation notice only and not a solicitation. The Securities and Exchange Commission's (SEC), Office of Acquisitions, intends to issue a solicitation to seek vendors who will provide professional legal support services, case support services, and case or investigation-related support functions to the SEC on a nationwide basis, including the U.S. Territories. The types of legal support required under this Contract will generally fall into the following categories: (1) investigation, (2) pre-trial and trial courtroom support (3) specialized professional services, and (4) mock jury support. The SEC's objective for this requirement is to obtain non-personal professional legal support services and products to support the mission requirements of the SEC. The SEC is comprised of the Home Office (Washington, DC), and 11 Regional Offices. The primary users of this Contract are expected to be the Division of Enforcement (home and regional offices) and the Office of Compliance Inspections and Examinations (OCIE). However, other Divisions and Offices of the SEC are authorized to use the Contract. This requirement is being conducted as a non-commercial item acquisition in accordance with FAR Part 15. The Government anticipates awarding Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts resulting from the solicitation. The period of performance for this procurement shall consist of one (1) year base period with four (4) one (1) year options. The Request for Proposal (RFP) shall require the submission(s) of technical proposal(s) as well as price proposal(s). Contract(s) will be issued to eligible firms offering the best value proposal to provide the services in accordance with the Statement of Work (SOW) and RFP requirements. The actual solicitation and all related documents and amendments, if any, will be released and available electronically through the Federal Business Opportunities (FedBizOpps) website at http://fedbizopps.gov/. The response due date and time for proposals will be clearly stated in the solicitation document. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates/amendments. All contractors must be registered in the System for Award Management (http://www.sam.gov) by the closing date and time of the RFP, to be considered for award. Further, Offerors are required to complete their Online Representations and Certifications at http://www.sam.gov prior to submittal of a proposal. The solicitation will be posted to Federal Business Opportunities on or about June 20, 2014.
