Description
Naval Undersea Warfare Center Division Keyport intends to solicit and award a sole source contract to Lockheed Martin Training Systems, Inc. of Orlando, Florida under the authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one source will satisfy agency requirements. This requirement is for a system self-test and calibration operational test program hardware and updated test set hardware and software for the Lockheed Martin LM-STAR® test station, designed and developed by Lockheed Martin Training Systems, Inc. It will also include updating the Digital Runtime System, upgrading two Digital Test Instrument (DTI) cards, providing Test Program Set (TPS) Translator Process and Tools for TPS migration from CASS to LM-STAR®, and providing updated LM-STAR® Operation and Maintenance (O&M) Manuals. There will be four options with this procurement. Option One (1) will be for updating the Standard Test and Operations and Runtime Manager (STORM) User Interface. Option Two (2) will be for providing LM-STAR® training. Option Three (3) will be for Annual Performance Based Logistics (PBL) Maintenance Support. Option Four will be for upgrading one Digital Test Instrument (DTI) card. This notice is a pre-solicitation synopsis, in accordance with FAR 5.201, to inform interested parties of the Government's intent to sole source to Lockheed Martin Training Systems, Inc. This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement or submit proposals. The Government will consider all responses received prior to the closing date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. This requirement is being issued as a synopsis for non-commercial items in accordance with FAR 5.203. This announcement constitutes the only synopsis. The solicitation number for this requirement will be issued as a request for proposal (RFP) N00253-14-R-0020. The applicable NAICS code for this requirement is 541380 and has a size standard of $14 Million. This procurement will be solicited under FAR 6.3-Other than Full and Open Competition.
