The award is issued under Contract VA261-14-C-0143; The circumstances permitting other than full and open competition are prescribed in FAR Part 13.501 under the authority of the test program for commercial items Section 4202 of the Clinger-Cohen Act of 1996 and FAR 6.302-1(a)(2)(ii) - Only one responsible source and no other supplies or services will satisfy agency requirement.
