- FA8814-14-R-0002 AFSCN Commercial Provisioning RFP - Full and Open FA8814-14-R-0004 AFSCN Commercial Provisioning RFP - Small Business Set Aside 1. The Developmental Planning Directorate (SMC/XR), Air Force Space Command, invites all prospective contractors to review the Request for Proposal (RFP) and submit a proposal for the AFSCN Commercial Provisioning Study contract FA8814-14-R-0002. 2. The Developmental Planning Directorate (SMC/XR), Air Force Space Command, invites all prospective Small Business contractors to review the Request for Proposal (RFP) and submit a proposal for the AFSCN Commercial Provisioning Study contract FA8814-14-R-0004. 3. The AFSCN Commercial Provisioning Study contract will provide SMC with a better understanding of the capability for commercial provisioning on the AFSCN. SMC/XR is anticipating the award of a multiple award Firm Fixed Price (FFP) contract that evaluates the suitability and affordability of utilizing a commercial Tracking, Telemetry and Commanding (TT&C) provider to reduce AFSCN Operations and Maintenance (O&M) costs. 4. Period of Performance. The anticipated date of award is 01 SEP 2014. The Period of Performance (PoP) is three months from award. The type of contract is Firm Fixed Price (FFP). 5. Instructions to Offerors: The Contracting Officer (CO), Ms. Kathleen Scholefield, is the sole point of contact for this acquisition. Address any questions or concerns you may have to the CO at kathleen.scholefield@us.af.mil. Please cc Mr. Shelby C. Sommer, Contract Specialist, on all email correspondence at shelby.sommer@us.af.mil. All Instructions to Offerors on how to submit a proposal can be found in Attachment 2 of the solicitation, Addendum to FAR 52.212-01 Instructions to Offerors-Commercial Items. All RFP documents are located on Fed Biz Opps at www.fbo.gov. Interested Contractors should ensure they have access to Fed Biz Opps. 6. Proposals are due by 07 JUL 2014 by 4:00PM Pacific Time. Questions regarding the solicitation can be submitted to the CO up to fourteen (14) days prior to the proposal due date. 7. The following milestone schedule is provided for planning purposes: Proposed Source Selection Milestones Date RFP Release 05 JUN 2014 Proposals Receipt 07 JUL 2014 Complete Initial Government Evaluation 07 AUG 2014 Contract Award 01 SEP 2014 8. This RFP is not an authorization to begin work or to incur costs for either the work described above or in the attachments hereto. In the event that a contractual action is not issued for the subject requirements, all work performed or expenses incurred shall be at the Contractor's own risk and not chargeable to the Government.
