Description
This is a combined Synopsis/Solicitation for commercial services prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. However, Request for Proposals (RFP) No. R14PS00208 will be issued simultaneously with this announcement to facilitate receipt of electronic proposals. The RFQ will be issued via FEDCONNET (see link below) and FEDBIZOPPS.GOV, www.fbo.gov. This RFQ is issued under FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures; and is being issued as a Small Business Set-Aside. Large businesses are encouraged to submit a proposal, in the event that no responsive small businesses respond. The NAICS code is 541511, Custom Computer Programming Services, and the size standard is $25.5 Million. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-72. The Bureau of Reclamation, Yuma Area Office, Yuma AZ, has a requirement for RiverWare Model Support which utilizing Riverware software. Award will be based on Best Value. The RFQ contains the following: a description with quantities, and all applicable clauses and provisions. The response due date is May 7, 2014 by 4:00 p.m., Local Time (Arizona Time) and may be submitted electronically via FEDCONNECT at https://www.fedconnect.net/FedConnect/Default.htm or via email to mcodero@usbr.gov or by mail to: Bureau of Reclamation, Yuma Area Office, Acquisitions Office (YAO-3100), 7301 Calle Agua Salada, Yuma AZ 85364. Vendors are reminded that they must be registered in the ww.sam.gov in order to be eligible for award. Effective July 29, 2012, any contractor interested in doing business with the Federal Government must register in the System for Award Management (SAM) database prior to award of a contract. SAM is a Federal Government owned and operated free website that consolidates the Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). The vendors Duns and Bradstreet number and banking information are required for registration. Contractors may obtain information on registration and annual confirmation requirements at the SAM website at www.SAM.GOV or by calling 1-866-606-8220.
