- Description
- The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA, intends to award a firm fixed price (FFP) contract to procure 6 Flight Termination Shaped Charges (FTSCs) with an option to procure 3 additional FTSCs at time of award to UTC Aerospace Systems, 3530 Branscombe Road, Fairfield, CA 94533, manufacturer part number 52153-1. The contractor is also responsible for testing and inspecting the FTSC devices; test units will not be included in the quantity of devices for delivery to the Government. Cost for the test units shall be included in the quote under a test costs line item. It is the Government's intention to procure a single lot of FTSCs. Therefore, the Government intends at contract award to exercise or forego the option for additional FTSCs. This is a manufacturer sole source that must meet all technical requirements. The flight termination shaped charges are a critical subcomponent of a Flight Termination System (FTS). The FTS used by JSOW freeflight testing activities has been certified for use in accordance with Range Commander Council (RCC)-319, Flight Termination Systems Commonality Standard. As the use of RCC member range(s) is necessary for the execution of required JSOW flight test(s), the JSOW FTS must meet RCC-319. Due to the strict safety requirements of RCC-319, only the above mentioned part meets agency needs. The FTS subcomponents are designs unique to the manufacturer and were specifically designed for the JSOW Program's FTS, thus no drop-in-replacement second source exists. Any substitution of a new subcomponent automatically invalidates the Safety certification for both the replaced subcomponent and the FTS. All responsible sources may submit a proposal, which shall be considered by the agency. Responses and questions may be submitted to NAWCWD Contract Specialist Sarah Ferrucci by email (preferred): sarah.ferrucci@navy.mil, or mail to Commander Code 220000D, NAWCWD, 429 E. Bowen Ave, MS 4015, China Lake, CA 93555-6108.
