- The purpose of this notice is to provide details of the project prior to advertisement of the package. The Government is seeking the best proposals available. To that end, this notice is to make prospective offerors aware of requirements for the proposal stage of acquisition. On or about 3 July 2014, the US Army Corps of Engineers (USACE) Tulsa District will issue a Request for Proposal (RFP) to quote mark Pine Creek Dam Safety Project quote mark. A site visit will be scheduled prior to the date for receipt of proposals. Award is anticipated to occur on or about 1 Aug 2014. Project will be awarded using the FAR Part 15 Trade-Off Evaluation (Best Value) Source Selection method. THIS WILL BE AN UNRESTRICTED REQUIREMENT. The magnitude of this project IAW FAR 36.204 is more than $10M. The estimated price is between $10M to $15M. Please be advised of the requirements of registration in the System for Award Management (www.sam.gov). The project consists of the following risk reduction measures; installation of a cutoff wall, new chimney filter, permanent downstream invert filter, and steel conduit liner. The cutoff wall is 125 feet long and extends into the concrete plug of the outlet works and foundation rock. An approximate 7-foot long technique area is included as part of the cutoff wall construction. The chimney filter is 48 feet long and extends to the top of the conduit and foundation rock. An approximate 7-foot long technique area is included as part of the chimney filter construction. Chimney filter construction also includes installation of 4-foot diameter void filler piles to fill a void which presently exists in the area of the existing and new chimney filter around the conduit. The purpose of the void filler piles is to completely fill the void. A work platform will be required to construct the chimney and potentially for the cutoff wall. The downstream invert filter will be constructed to replace the existing, temporary downstream filter. The two-staged downstream invert filter is approximately 110 feet wide and extends from the downstream edge of the crest roadway to the downstream end of the exit structure headwall. Installation of both the chimney filter and downstream invert filter will require dewatering. The 12-foot diameter steel conduit liner is 550.5 feet long with a 15.5-foot long upstream, truncated conical transition section and a 10-foot long, downstream, truncated conical transition section. Liner construction includes sealing existing cracks and grouting the annulus between liner and concrete conduit. An evacuation plan is required. The evacuation plan will demonstrate the ability to abandon the work area whole leaving a stable conduit within 120 hours in the event a release is necessary. The steel conduit liner will be constructed during a 90-day time period starting no earlier than June 1 and no later than July 1 and after completion of the cutoff wall.
