Notice Information: Post Date: 05 Jun 14. Responses due by: 03 Jul 14 Solicitation: F04684-03-C-0050 Agency/Office: Air Force Space Command Location: 30 CONS Title: Notice of Intent to Extend Services for Western Range Operations, Communications, & Information (WROCI) Description(s): Notice of intent to extend services. This action will result in a modification to the current contract, F04684-03-C-0050 with InDyne, Inc., 11800 Sunrise Valley Dr, Ste 250, Reston, VA, for a period of four (4) months. The period of this extension will be from 01 Jan 15 through 30 Apr 15, and may be designated as four, 1 month options. This extension is needed to satisfy the WROCI requirement until award of the Launch & Test Range Systems Integrated Support Contract (LISC), is completed, presently scheduled to occur late September with a possible transitoin period starting 01 Oct 14. In the event that award of the LISC is delayed, this four (4) month extension will allow the 30th Space Wing to keep the WROCI current services and have no lapse in performance. Background: The LISC combines three current contracts: WROCI, Eastern Range Technical Services (ERTS) and Space Lift Range Systems (SLRS). The WROCI contract provides Western Range operations and maintenance; support services; training; command, control, communications, information and computer systems services; testing, modifying and installing communications, launch control centers test facilities and all 14 AF alarmed facilities located in Bldgs 10577 and 8401. This effort provides range network equipment and software maintenance, and direct customer support for user access to, and information transfer, to the US Air Force, 30th Space Wing (30 SW) Western Range (WR) and launch agencies by providing qualified personnel, equipment, tools, materials, vehicles, specialized test equipment, supervision, and other items and services as necessary. The WROCI requires an innovative, integrated, flexible and effective management approach and the contractor must provide technical support in a planned and coordinated manner which will ensure essential Western Range support systems are ready to support user requirements, and cause no impact to Range program schedules due to equipment degradation, failures, system problems or reprioritization of program requirements. The wide variety of support systems involves careful workload planning and scheduling of resources to identify and resolve technical systems problems. The contractor will be required to maintain and operate Department of Defense (DoD) computers, radios, communication centers, voice and data switching, and common-user telephone systems, interface with the Federal Communications Commission (FCC), and assess the impact of integrating new Communication systems into the WR and base-wide infrastructure. The WR encompasses a geographical area extending from the US West Coast to the Indian Ocean. Instrumentation sites are located at VAFB, other California coastal sites. Mobile instrumentation and measurement resources are deployed to other ranges, centers, and laboratories to meet Range customer requirements. The WR receives and provides Range support to and from various agencies, to include but not limited to, the Naval Air Warfare Center Weapons Division, Pacific Missile Range Facility, NASA Space Centers, 45th Space Wing (45 SW), 452nd Flight Test Squadron (452nd FTS), Federal Aviation Administration (FAA), North American Aerospace Defense Command, US Space Command (USSPACECOM), Missile Defense Agency (MDA), US Coast Guard, Air Force Flight Test Center (AFFTC), and Reagan Test Site (RTS). The 30 SW is responsible for providing Range capability to conduct and support activities for spacelift, ballistic missile, and aeronautical programs. The WR is part of the Major Range Test Facility Base (MRTFB) and supports DoD, NASA, commercial, and other user launch, orbital tracking, and test programs. The extension will provide for the continuation of uninterrupted services of the Vandenberg Air Force Base (VAFB) operations described above. This four (4) month extension of services is pursuant to 10 U.S.C. 2304(c)(1) "Only one responsible source and no other supplies or services will satisfy Agency requirements" as implemented by FAR 6.302-1. This extension of services will extend the end date of the period of performance from 01 Jan 15 through 30 Apr 15, and will be designated as four, 1 month options. This extension of services will further allow for the future competitive procurement for these services under the LISC to be accomplished and allow for a transition of services to a potential new contractor. InDyne, Inc., is the only responsible offeror for extension of these services, as the Government would experience unacceptable delays in fulfilling the agency's requirements. Interested persons may identify their interest and capability to respond to the requirement specific to this extension of services. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this extension. A determination by the Government to extend these services and not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to extend these services.
