Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Children's National Medical Center, 111 Michigan Avenue, NW, Room 1950, Washington, DC 20010 to provide pediatric neurology consultation services. Period of Performance : July 1, 2014 through June 30, 2015 (12 Months) Background: This is a Follow-On Requirement. The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI), NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. NHGRI also supports the training of investigators and the dissemination of genome information to the public and to health professionals. NHGRI launched a new strategic plan, "Charting a course for genomic medicine from base pairs to bedside", articulating a new vision for the future of genomics research and describing the path towards an era of genomic medicine. NHGRI Division of Intramural Research (DIR) plans and conducts a broad program of laboratory and clinical research to translate genome research into a greater understanding of human genetic disease. The DIR acts as a focal point at the National Institutes of Health (NIH) for genome research and maintains core facilities that serve as a resource for the entire NIH intramural research community. It evaluates research efforts and establishes intramural program priorities; allocates funds, space and personnel ceilings to ensure maximum utilization of available resources in the attainment of NHGRI objectives; and integrates new research activities into the program structure. The division also collaborates with other NIH institutes, centers and external research institutions; maintains an awareness of national and international research efforts in relevant program areas; and advises the director and staff on areas of science and intramural research programs of interest to NHGRI. Requirements for board certification of competency of NHGRI/DIR trainees include broad exposure to and experience with pediatric and adult genetic disorders, including metabolic and mitochondrial disorders, complex traits and other genetic diseases. To meet these requirements the OCD seek nearby institution with a pediatric neurologist with Board Certification in Clinical Genetics and/or Clinical Biochemical Genetics. Children's National Medical Center (CNMC) has previously provided consultation services with pediatric neurology. Objective: Children's National Medical Center (CNMC) has previously provided this service; therefore, this contract is a follow-on to continue the established relationship with CNMC and NIH/NHGRI Clinical Research Center to continue providing consultation services with pediatric neurology. On behalf of Children's National Medical Center, Dr. Andrea Gropman will provide the services for pediatric neurology. Dr. Gropman is an extremely well-trained, academic pediatric neurologist with Board certification in Pediatrics, Neurology, Clinical Genetics, and Clinical Biochemical Genetics. She also possesses the background, knowledge and expertise in working with the National Institutes of Health as well as the National Human Genome Research Institute (NHGRI), Division of Intramural Research (DIR). Dr. Gropman has been providing pediatric neurology consultations to the NHGRI Office of the Clinical Director for the past several years, and has performed in an outstanding fashion. Tasks to be Performed : 1. Provide neurological consultations on children enrolled in methylmalonic aciduria protocol. 2. Examine patients with Moebius syndrome. 3. Provide neurological examinations for patients enrolled in the EPI-743 trial. These children, age 2-11, have mitochondrial or oxidation/reduction defects, along with neurological involvement. 4. Examine patients with Congenital Disorders of Glycosylation, from a neurological perspective. 5. Consult on pediatric neurology patients enrolled in the NIH Undiagnosed Diseases Program (UDP). 6. Occasionally see other pediatric neurology patients for other investigators in the NHGRI Intramural Research Program. Capability of Contractor Evaluation : • The Contractor shall perform insightful neurological examinations, make recommendations for further investigations, and interpret laboratory and medical test results. Facilities: • The Contractor shall have suitable facilities to perform the consultations and investigations. Quality Control : • The Contractor shall establish and adhere to time lines for: 1. Providing consultations. 2. Recommending additional clinical and research testing. 3. Interpreting test results. Required Reports/Deliverables: • The Contractor shall dictate clinical notes and, occasionally, discharge summaries on patients seen and evaluated. Reports: • Clinical summaries to be placed in the NIH CRIS system of medical records. Government Property: • Government furnished property will provided as part of this contract if requested. Industry Classification (NAICS) Code is 622110, General Medical and Surgical Hospitals, small business size standard is $35.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-74 (May 30, 2014). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by June 12, 2014 and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2014-148-DLM, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
