- THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL BUT INFORMATION AND PLANNING PURPOSES ONLY. It does not constitute a solicitation and is not to be construed as a commitment by the Government. The decision to solicit for a contract shall be solely within the Government's discretion. The information provided in response to this notice will assist the Government in determining the extent of businesses capable of providing the required sample analyses. The intent of the announcement is to identify all small business sources that are qualified in providing the analyses to the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), 212 Rogers Ave., Milford, CT. The Government is interested in all small businesses including 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses (SDVOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Women Owned Small Businesses (WOSB) that are interested and capable in supplying this requirement. All interested parties shall submit a capabilities statement that explicitly demonstrates company capabilities of analyses related to this requirement to include peer review manuscript with data generated in the past. No proprietary, classified, confidential, or sensitive information should be included in your response. Specifically submit a brief description of company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or SDVOSB, WOSB, EDWOSB, or small business) and a description of similar analyses offered to the Government and to commercial customers. The Government will use this information in determining its small business set-aside decision. The NAICS code identified is 541711 and the size standard is 500 employees. Requested information must be submitted no later than June 12, 2014 4:00PM eastern time via email to Donna.Sanchez@noaa.gov. Questions must be addressed via email to Donna Sanchez. No telephone inquiry will be accepted. REQUIREMENT Preparation of two pooled 16S prokaryotic and 18S eukaryotic libraries of amplicon DNA samples (includes pre-PCR Qubit quantification, PCR with Phusion HF mastermix and Nextera indices, PCR cleanup with Ampure XP beads, gel electrophoresis to verify amplification, post-PCR Qubit quantification, and pre-run dilution and pooling). Quality control of said libraries includes (per MiSeq run) a DNA1000 Bioanalyzer chip and qPCR quantification using the KAPA library quantification kit for Illumina sequencing. Next Generation Sequencing analysis with an Illumina MiSeq will be performed for both libraries using the MiSeq 600-cycle V3 kit. NOAA will require access to download the demultiplexed Read 1 and Read 2 FastQ files from Illumina's BaseSpace cloud storage. The sequencing depth must be 150,000 per sample. Proven track record of working with marine samples is essential. This can be done by proving their facility has peer reviewed manuscripts with the data they have generated in the past.
