Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation no. AG-81J8-S-14-0605 is issued for a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. (iv) This procurement is 100% set-aside for small business. The NAICS code is 333314 and the small business size standard is 500 employees or less. (v) The USDA, ARS, Arid-Land Agricultural Research Center requires FLIR Hand-Held Thermal Infrared Camera and a FLIR High Resolution LWIR Science Grade Infrared Camera, Brand Name or Equivalent, as follows: Line Item:001:-Quantity 1-FLIR T650sc 25° Hand-Held Thermal Infrared Camera or Equivalent - Manufacture Warranty. New Equipment only; No remanufactured or refurbished equipment. A hand-held thermal infra-red (IR) camera is required for monitoring soil and plant temperatures in agricultural field experiments, with one additional spare battery pack. The camera should be similar to a FLIR T650sc 25° and have: a thermal sensitivity of <20 mK @ +30°C (+86°F); field of view (FOV) of 25° × 19°; resolution of 640 x 480 pixels; minimum focus distance of 0.25 m (0.82 ft); spatial resolution (IFOV) of 0.68 mrad; image frequency of 30 Hz; capability for continual, one shot and manual focus; 1-8x digital zoom; an un-cooled microbolometer with a spectral range of 7.5-14 μm; a display consisting of a built-in touch screen (4.3 in wide, 800 x 480 pixel) with auto-orientation; a built-in 800 x 480 pixel viewfinder; continuous, histogram-based automatic image adjustment; capacity for manual image adjustment (linear-based, allowing adjustment for level, span and max/min); selectable image modes (thermal, multi-spectral dynamic imaging [MSX or equivalent] picture in picture and digital camera); a measurement range of -40°C to +150°C (-40°F to +302°F) with ±1°C (±1.8°F) or ±1% of reading, for ambient temperature 15°C to 35°C (+59°F to 95°F), ±2°C (±3.6°F) or ±2% of reading; multiple options for measurement analysis including spotmeter, area, profile, automatic hot/cold detection, measurement presets, user presets, difference temperature, reference temperature, color palette selections, color alarm (isotherms for above/below/interval) and audible or visual alarms; capacity to receive software updates; memory card storage for simultaneous storage of thermal and color images; ability to log position from built-in GPS; ability to record video; 5 Megapixel color imaging; interfaces via USB-mini, USB-A, Bluetooth, Wi-Fi, and digital video output (HDMI compatible); Li-ion battery sufficient for up to 2.5 hours operating time; ability to charge from AC adapter or 12V vehicle supply; automatic shutdown and sleep mode; operating range of -15°C to +50°C (+5°F to +122°F); recording and analysis software. Line Item:002:-Quantity 1- FLIR A655sc High-Resolution LWIR Science-Grade Infrared Camera Manufacture Warranty. New Equipment only; No remanufactured or refurbished equipment. A high-resolution, science-grade thermal infra-red (IR) camera is required for monitoring soil and plant temperatures in agricultural field experiments. The camera should be similar to a FLIR A655sc High-Resolution LWIR Science-Grade Infrared Camera and have: an un-cooled microbolometer with a spectral range of 7.5-14 μm; resolution of 640 x 480 pixels; a detector pitch of 17 μm; time constant of < 8 ms; frame rate up to 50 Hz; user-selectable sub-window modes of 640 x 240 and 640 x 120; 14 bit dynamic range; digital streaming via Gigabit Ethernet (50/100/200 Hz) and USB (25/50/100 Hz); command and control by Gigabit Ethernet and USB; a measurement range of -40°C to +150°C with accuracy of ±2°C or ±2% of reading; an f/1.0 24.5 mm lens; automatic and manual focus; operating range of -15°C to +50°C (+5°F to +122°F); DC power 10 - 30 VDC at 24 W Max; and recording and analysis software similar to the FLIR ResearchIR Max Recording & Analysis Package.
