- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center for Nanoscale Science and Technology (CNST), intends to negotiate with Photonis USA, Inc; Sturbridge, MA, on a sole source basis under the authority of FAR Subpart 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements, to purchase a single photon, time and position resolving detector. The CNST develops beyond-state of the art measurement systems to enable nanotechnology from research to production. The Directed Self-Assembly Laboratory at the CNST performs single-molecule, super-resolution fluorescence microscopy measurements on materials, including polymers, nanocomposites and catalysts. A single-photon sensitive, wide-field detector that provides both position and sub-nanosecond timing information is required to further advance projects vital to the research goals of the laboratory and CNST. The position-sensitive, time-resolved detector must be able to view a wide field, i.e. the field of view produced in an optical microscope, be capable of detecting single photons with high quantum efficiency, and be able to determine their arrival position within 20 micrometers or better, and their arrival time with a precision of 100 ps or better. In addition, variations in performance across the detector must be stable, measurable, and correctable through post-processing of the raw data. The detector must also have all the necessary electronics, software and computer resources to enable its effective operation. The requested equipment represents a novel type of detector capable of providing single-photon detection sensitivity, combined with the ability to localize the arrival position of a single photon to 20 micrometers (full-width half-maximum), and to determine its arrival time relative to a laser pulse with a precision of 100 ps, across a wide field of view. High detector quantum efficiency over a broad range of wavelengths is also essential. The NAICS Code is 334516- Analytical Laboratory Instrument Manufacturing with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Photonis USA, Inc. for this requirement in the 4th quarter of fiscal year 2014. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
