Description
SPECIAL NOTICE VENDOR COLLABORATION: The 96th Test Wing (TW), Eglin AFB, Florida is interested in having an industry day for sources capable of providing a Ground Recorder/Reproducer System (GRRS) in support of Department of Defense developmental and operational flight test requirements related to a variety of weapon system platforms. The GRRS will be tested for interoperability to other vendors and compliance to the IRIG-106 Chapter 10 standard. Multiple vendors GRRS's that are owned by the government will be utilized as well as those provided by vendors that wish to participate and demonstrate compliance with the IRIG-106-11 Chapter 10 Standard. Literally during the demonstration a vendors "A" GRRS output product "A" will be "plugged" into a vendors "B" system, or a more elaborate test resembling a realistic scenario. The GRRS shall comply with the data format specified within the IRIG standards, IRIG 106-11, Chapter 10. Reproduction defined as recreation of IRIG-106 chapter 10 data packets to original physical input signal of recording system. Time alignment of reconstructed data must be to accuracy of original recording source and must maintain timing accuracy coincident to one or more signals being recorded. The government will accept and evaluate units capable of demonstrating compliance with IRIG-106-11 Chapter 10. Eight (7) minimum requirements must be met. The contractor must demonstrate the ability of their GRRS to: 1) simultaneously record any two (2) Pulse Code Modulation (PCM) streams synchronized with an external IRIG time signal IAW IRIG-106-11 Chapter 10 requirements. 2) simultaneously reproduce a minimum of two (2) PCM streams and one (1) IRIG-B time signal from any compliant IRIG-106-04, -05, 07 and -11 Chapter 10 data file in which commit to stream is equal to or less than 1 second and packet duration is equal to or less than 100 milliseconds from Disk or IRIG-106 compliant Removable Memory Module (RMM). 3) reproduce and record data from either single ended 50 OHM sources or differential RS-422 sources. 4) simultaneously during recording or reproduction publish data over Ethernet IAW IRIG-106 Chapter 10. 5) provide user selectable IRIG-106-11 Computer Generated Data Packets Format 3, Recording Index, and a Computer Generated Data Packets Format 2, Recording Event in the recording. 6) be dynamically configured from Computer Generated Data Packets Format 1, Setup Records in the source data and from an external IRIG-106 Chapter 9 Telemetry Measurement Attribute Standard (TMATS) file and from and remote command and control interface via Ethernet. 7) The GRRS must demonstrate the ability to record any PCM streams with rates from 1 to 20 MBS, IAW IRIG 106-11 in packed and throughput modes. The roles of both parties shall consist of the contractor providing the Ground Recorder/Reproducer System (GRRS) and the Government testing and evaluating the item in an open forum. A one hour vendor and government only session will be provided allowing for the vendor to promote and demonstrate present and future path (Next 5 years) of their products. The government will provide free of charge the software decoding tool that it will be utilizing for measure of compliance. You may receive access by providing via email at alfredo.berard@us.af.mil. The industry day is scheduled for 17-18 June 2014 from 0800-1500. THIS IS A TWO DAY EVENT. Testing will be held the first day and can flow over to the next day if necessary. The one hour vendor and government only session will be held the second day. Test location will be at 107 North Barrancas, Building 100 room 134, Eglin AFB, 32542. An affidavit must be filled out by non DoD personnel to allow for base entry. UPON RECEIPT OF YOUR REPRESENTATIVE(S) AFFIDAVIT(S) YOU WILL BE PROVIDED THE DATE AND TIME FOR ONE HOUR VENDOR AND GOVERNMENT ONLY SESSION, ON 18 JUNE 2014. The contractor shall submit a complete Contractor Access Badge (CAB) Affidavit (Attachment 1) and a written request (memorandum) on company letterhead to the Contract Specialist (anthony.wilson.42@us.af.mil) and the Contracting Officer (karen.wagner.1@us.af.mil) listing the following: Special notice #: 1GRSIndustryDay, Eglin AFB Building 100 room 134 listed as the location, 17-18 June 2014, name and SSN/Date of Birth /Driver's License #/State of employee needing access to the base (Example of written request is Attachment 2). The letter must specify the individual authorized to sign for a request for base identification credentials or temporary pass. The Contracting Officer or Contract Specialist will endorse the pass request memorandum and then send it with the CAB Affidavit to Security Forces for processing. *Please note that body modifications or tattoos must be described on the CAB Affidavit, along with the location of the body modification or tattoo. Anticipate a three (3) to five (5) day lead time for Security Forces to process the documents and conduct the required background check. To get base access base access forms MUST be submitted no later than 1200 on 9 Jun 2014. Base passes cannot be picked up until 17 Jun 2014. When reporting to the visitor's center to pick up the pass, the authorized contractor individual(s) should provide a valid photo ID in order to obtain the temporary pass. This synopsis is not an invitation for bid or a request for proposal and in no way commits the Government to an award of contract; however, any proposals submitted as a result of this notification, and prior to any subsequent contract award, will be considered by the Contracting Officer.
