- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) has a requirement for a service to deliver Grade B, 97.5% helium and helium cylinder rental at twelve (12) National Weather Service (NWS) Weather Forecast Offices (WFO) across the Eastern Region of the United States. The locations of the twelve (12) WFOs are as follows: 1. Blacksburg, Virginia 2. Charleston, South Carolina 3. Newport, North Carolina 4. Wilmington, Ohio 5. Moon Township, Pennsylvania 6. Sterling, Virginia 7. Greensboro, North Carolina 8. Gray, Maine 9. Buffalo, New York 10. Chatham, Massachusetts 11. Caribou, Maine 12. Albany, New York NOAA intends to award this as a Multiple Award Indefinite-Delivery-Requirements Contract covering all twelve (12) locations. Firm fixed price delivery orders with estimated quantities for Cubic Feet (CF) of helium and number of tank rentals will be issued against these contracts. The solicitation will be competed as a 100% total small business set-aside. The North American Industry Classification Code System (NAICS) code for this procurement is 325120 - Industrial Gas Manufacturing, which has a corresponding size standard of 1,000 employees. The Product and Service Code for this requirement is 6830. The acquisition will be issued in accordance with FAR Part 12 and the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items pursuant to Department of Commerce, Procurement Memorandum 2013-06 - FAR Class Deviation: Extension of Test Program for Certain Commercial Items (FAR 13.5). All responsible and fully responsive small businesses may submit a quote which will be considered by the agency. Any resulting contract will be awarded as a Fixed-Price Indefinite-Delivery- Requirements Contract and have a period of performance totaling five (5) years should all options be exercised. The base period of the contract will be August 24, 2014 through 23 August 2015, with four one-year option periods, consecutively occurring after the base period. The exercise of any option periods are at the discretion of the government. A Request for Quote (RFQ) solicitation will be made available for download on or about June 23, 2014 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add to Watchlist"] and ["Add me to Interested Vendors"] features which provide a notification when the Request for Quote (RFQ) becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is July 23, 2014; however, the actual date offers are due will be stated within the solicitation documents. All responsible sources may submit a quote, which shall be considered by the agency. Hard copies or faxed copies of the contractors' proposals will not be accepted. Prospective offerors are urged to submit any questions they may have, in advance and in writing, to Contract Specialist Kurt Weilbaecher (kurt.weilbaecher@noaa.gov) with a courtesy copy sent to Contracting Officer, Andrew Hildebrandt (Andrew.Hildebrandt@noaa.gov). The offerors shall submit their questions 15 calendar days after the issuance of the RFQ. Telephonic requests for the solicitation will not be honored. Companies offering a response to this notice shall ensure that they are registered in the System for Award Management (SAM), www.sam.gov, prior to submission of proposals. All vendors doing business with the Government are required to be registered with the SAM. NO award shall be made unless the vendor is registered in SAM.
