Statement of Work: NIDA Intramural Research Program (IRP), Neuroimaging Research Branch (NRB) - Participant Recruitment Services I. Background Information and Objectives A. Background Information The Intramural Research Program (IRP) of the National Institute on Drug Abuse (NIDA) is located on the campus of Johns Hopkins Bayview Medical Center (JHBMC) in Baltimore, Maryland. Using volunteer human participants, the IRP clinical program conducts multidisciplinary research evaluating the nature of drug abuse and addiction by assessing the abuse potential of drugs, investigating their underlying mechanisms, and assessing treatment modalities for substance use disorders. The NIDA-IRP Neuroimaging Research Branch currently has several protocols studying brain processes of smokers as they move through the quitting process. These studies require approximately 350, otherwise healthy, treatment-seeking cigarette smokers. The majority of participants needed are adults between the ages of 18 and 55; one protocol will allow up to age 70. Participants will receive free smoking cessation treatment through the NIH Baltimore Smoking Treatment Center via approved protocols. Current marketing strategies in place are not bringing in the number of participants needed for these protocols. The focus for this contract will be on expanding current community outreach efforts, as defined below. B. Objectives The Contractor shall: 1. Identify and locate appropriate venues in the Baltimore Metropolitan area with high concentrations of targeted population 2. Distribute provided marketing materials to/ at identified venues 3. Develop a working relationship with these venues for efficient renewal of materials as needed 4. Provide consultation advice on effective marketing strategies and material design II. Services to be Performed A. General Requirements 1. Personnel management of the contract personnel shall be provided by the contractor and not the federal government 2. All work under this contract shall be monitored by Neuroimaging Branch Chief. 3. The Contractor shall look for leadership and direction in providing recruitment services to the NIDA-IRP, Neuroimaging Research Branch from the following: a. NRB Chief b. NRB Clinical PI's c. NRB Clinical LI's d. Other designated NRB staff B. Specific Requirements Specifically, the Contractor shall provide the following services: 1. Identification of venues: The primary goal of this contract is the recruitment of eligible research participants for inclusion in clinical research studies conducted by the NIDA IRP, NRB in Baltimore. Based upon guidance gathered through direct and indirect interactions with NIDA NRB staff members, the contractor shall identify and locate appropriate venues in the Baltimore Metropolitan area with high concentrations of targeted population. Participants needed are otherwise healthy, treatment-seeking cigarette smokers. The majority of participants needed are adults between the ages of 18 and 55; one protocol will allow up to age 70. Because the protocols require multiple visits to the NIDA-IRP, focus should be on the immediate surrounding are of the Johns Hopkins Bayview Campus in Baltimore. The Contractor shall develop a working relationship with the identified venues for efficient renewal of materials. The Contractor will regularly monitor materials at each venue, so that the supply will never be depleted. 2. Distribution of Materials: The Contractor will regularly distribute materials to identified venues. With guidance from the NRB, the Contractor will determine which materials are best for each venue. The Contractor will monitor material supply, and refill materials as necessary. The Contractor will look to the NRB Research team for guidance as to the number of new venues to be targeted per week or month, as well as the frequency with which each vendor shall be resupplied. 3. Marketing/ Materials Consultation: The Contractor shall provide consultation advice on effective marketing strategies and material design. C. Reports A Monthly Report shall be delivered to the NRB Chief by the last day of the month. The following information shall be included in this report: 1. Detailed records of venues, including location, contact information, and where within the venue materials are placed, and venue personnel interactions 2. Quantity and type of materials placed at each venue 3. Frequency and quantity of replacement materials 4. A narrative summary of any specific accomplishments or problems for the month D. Additional general conditions follow: 1. The Contractor shall provide staff as required to perform all services and responsibilities as outlined within this Statement of Work. 2. The Contractor shall use materials provided by the NIDA IRP, NRB. These materials are approved by the NIDA IRB, and will be provided to Contractor. Provided materials must not be altered or manipulated in any way. 3. Contract personnel may be required to work shifts or non-business hour schedules. III. Qualifications The Contractor shall: 1. Be knowledgeable of the Baltimore Metropolitan area 2. Possess strong interpersonal and communication skills in order to intelligently interact with various venues representing the population of Baltimore City 3. Be knowledgeable of NIDA IRB NRB Smoking Treatment Center, in order to solicit approval from appropriate venues, and answer questions from venue representatives fully and thoughtfully 4. Be knowledgeable marketing and media design IV. Measurables 1. The Contractor shall supply at least 5-8 initial venues per each standard work day billed (8 hours) 2. Once venues are established, the Contractor shall resupply approximately 10-15 venues per each standard work day billed (8 hours) 3. The Contractor shall identify at least 300 venues and resupply these venues at least twice per the contract award. 4. Within the first month after the Contractor receives the materials from NIDA IRP, NRB, the Contractor shall have identified and supplied at least 50 initial venues. V.
