- "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." This synopsis is for: Repair Energy Monitoring Systems, Multiple Buildings, on Hurlburt Field AFB, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work complete in place, as shown on the drawings, or as needed to complete the project. The general work includes, but is not limited to: 1) Replace existing HVAC sensor and control points and facility Energy Monitoring Control System (EMCS) parent controllers in 57 facilities to provide a reliable energy monitoring system that allows proper management of facility energy demands. Provides work station interfaces to the base energy manager to enable positive management of facility energy consumption driven by the HVAC systems. This acquisition will be set aside for Economically Disadvantaged Women Owned Small Business (EDWOSB) offerors only. The North American Industry Classification System (NAICS) code for this project is 238220 with a size standard of $14M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. Performance period is 120 calendar days. Estimated magnitude for this project is between $1,000,000.00 and $5,000,000.00. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 26 June 2014. Prospective contractors must be registered in The System Award Management (SAM) (www.sam.gov) prior to award of a government contract. Offerors are further advised that failure to register in The System Award Management will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
