Description
CDRLs Draft SOW Draft in MS Word SN in MS Word Solicitation Number: AG-56A1-A-14-0001 Notice Type: Sources Sought Synopsis: This is a SOURCES SOUGHT SYNOPSIS for market survey information to be used for preliminary planning. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. At this time, the USDA Forest Service is seeking to identify qualified Small Businesses who are capable of executing work as required and described in the attached Draft Statement of Work (SOW) For Forest Service R9 Environmental Compliance Audits and Post Audit Corrective Action Assistance. The purpose of this market survey is to gain knowledge of the interest and capabilities of qualified Small Businesses to perform Environmental Compliance Auditing work as described in the attached Draft SOW. While the Government must ensure there is adequate competition among the potential pool of responsive contractors, initial Market Research indicates a more than sufficient number of Small Businesses capable and qualified to deliver these requirements. Therefore, Sources Sought responses from other than qualified Small Businesses will not be reviewed. The Solicitation to be issued will request offers from existing award holders under GSA Environmental Services Schedule 899, and Small Businesses qualified for Task Order Awards under GSA Schedule 899 are asked to respond to this synopsis. The Award Contractor(s) shall provide all personnel, labor, equipment, safety and personal protective equipment, materials, supervision, and transportation needed to perform the necessary contract management, environmental compliance audits, post audit assistance, and associated deliverables in accordance with the base GSA Environmental Services Schedule 899 and the specific Task Orders as issued. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow up information requests. This announcement is not to be construed as a commitment by the US Government, and the Government reserves the right to reject, in whole or in part, any private sector input to this market survey. The attached Draft SOW provides details on the type of work and potential deliverables. The estimated price for each onsite Audit is below the Simplified Acquisition Threshold of $150,000 for a Firm Fixed Price Task Order(s). Duration of each onsite Audit varies. Prior Government Contract work is not required for submitting a response to this Sources Sought Synopsis, but only Small Businesses qualified for Task Order Awards under GSA Schedule 899 will be awarded Task Orders under the Solicitation to be issued. Responses to this Sources Sought Notice shall be limited to 5 pages and shall include an expression of interest in responding to the Solicitation when it is issued and the following information: -Vendor name, address, point of contact, phone number, and e-mail address. -Vendor capability to meet the requirements as stated in the SOW and to perform an effort of this magnitude and complexity (describe in-house capability and provide at least 3 examples of comparable work performed within the past 5 years: brief description of the project; customer name; timeliness of performance; customer satisfaction; and dollar value of the project, etc.). -Identify Vendor small business categories and Business Size (Whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), etc.). All interested contractors must be registered at SAM.GOV and be eligible for award of Government contracts. Interested Small Businesses shall respond to this Sources Sought Notice no later than Close of Business on 20 June 2014. Electronic responses can be emailed to Richard O'Neill at richardjoneill@fs.fed.us.
