Description
SYNOPSIS: This Request for Information (RFI) is released pursuant to FAR Part 15.201(e), Exchanges with Industry, and all interested small businesses are encouraged to respond. This request is for information purposes only. THIS IS NOT A SOLICITATION: no award will be made as a result of this request. The government will not pay for information and materials received in response to this synopsis and is in no way obligated by the information received. 1. SCOPE The Marine Corps Systems Command (MARCORSYSCOM), Family of Field Medical Equipment (FFME) and the Naval Medical Research Command (NMRC) have a requirement for a life support system for use in en route care and forward field care that meets the following requirements: * Eliminates the need for high pressure oxygen tanks and associated infrastructure (filling equipment, generators, large heavy concentrators and related personnel safety risks), while providing high concentrations of oxygen to patients * Integrates core life-sustaining capabilities (e.g., physiological monitoring, ventilation, external suction, oxygen generation) into a single device to reduce hose and cable disconnections, eliminate separate batteries and chargers, and unify the user interface * Provides improved accessibility to the patient in transport in confined spaces * Attaches or mounts on NATO standard litters * Meets the following technical specifications: o Monitors fraction of inspired oxygen (FiO2), end-tidal carbon dioxide (PETCO2), capnography, invasive pressure x2 (ABP / CVP), patient temperature, non-invasive blood pressure (NIBP), peripheral capillary oxygen saturation (SpO2), heart rate, and ECG (preferably 12-lead) o Supports multiple ventilation modes (AC, IMV, SIMV, PSV) o Provides positive end-expiratory pressure (PEEP) up to 20 cmH2O o Allows for ventilation control via pressure or volume o Delivers oxygen at 85% independent of the ventilation rate without chemical, pressurized (cylinders) or liquid oxygen (LOX) o Provides continuous suction at 325mmHg o Allows for anesthetic compatibility o Support adult and pediatric patients o Provides up to 4 hours of operation via batteries o System size does not exceed 2400 cubic inches o System weight does not exceed 50 pounds o Enables wireless monitoring and control via external tablet or similar computer This announcement is for SMALL BUSINESSES with existing or planned capabilities not yet available for sale, testing, etc. For planned capabilities, provide the development and implementation schedule and approximate cost to bring the capability to the marketplace. In the event a device does not have FDA certification, provide the notional schedule and approximate cost for obtaining 510K approval for all devices or capabilities requiring such approval. Devices must test to the appropriate 810G military standard and Joint Enroute Care Equipment Test Standard (JECETS), and must be air worthiness certified. In the event a device does not have air worthiness testing certified by the United States Army Aeromedical Research Laboratory (USAARL), provide the notional schedule and approximate cost for obtaining air worthiness certification (environmental, electrical, and mechanical). 2. INTRUCTIONS TO RESPONDENTS 2.1 RESPONSES ARE DUE NO LATER THAN 16 June 2014 AT 12:00 PM EST. Responses shall be submitted via e-mail only to Lisa Mardin at lisa.m.mardin.ctr@mail.mil. 2.2 All responses (one response per company) are to be provided on company letterhead and should not exceed seven pages. All responses should be provided in Microsoft Word or Adobe Acrobat format on standard letter size 8-1/2 by 11 inch paper. The font for text should be Times New Roman 12-point or larger. Marketing collaterals are not desired at this time. 2.3 Responses should include patent rights and/or licensure information for any data, product or technology that may be used to accomplish a proposed solution. Please indicate preference as to whether or not any future development rights would be shared with the government if a partnership were to develop. 2.4 Any proprietary information submitted will be protected if appropriately marked. 2.5 In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. 2.6 A responder may request clarification or submit technical questions regarding this RFI in writing for any requirement that is unclear.
