- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology plans to procure on a sole source basis a service contract for the storage and distribution services of paper research and pathology reports; and pathology paraffin embedded tissue blocks and tissue fixed slides used in the Laboratory of Pathology, NCI. This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 493110, and the business size standard is $25.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall be from 15 July 2014 through 14 July 2015. The Laboratory of Pathology (LP), provides diagnostic services for the Clinical Center at the National Institutes of Health. The department provides pathological diagnosis of specimens submitted incidental to standard care and clinical investigation of National Institutes of Health patients and submitted by outside health organizations. As a result of our clinical and research missions, pathology blocks, slides, images, and hardcopy patient reports must be stored and available indefinitely. LP must continue to store a certain portion of these patient materials offsite due to space limitations in NCI, building 10. LP currently archives 438.75 cubic feet (351 boxes) of research documents and clinical patient records; 1,670.12 cubic feet of paraffin embedded pathology tissue blocks, and stained slides dating back to the 1980's that are still requested for recruits and reviewed by clinical and research staff. SCOPE: Contractor will maintain written records (inventory and transaction records) on each Deposit Materials consisting of correspondence between Contractor and the Depositor, information provided by Depositor on the type of material included in the Deposit Material and designation of Depositor's ownership of the Deposit Materials. Depositor may review these records with respect to the Deposit materials, with the exception of locator codes, and copies may be obtained or originals inspected at the location where Contractor stores such records or Contractor's principal place of business. In addition, the contractor shall provide storage and distribution services for 438.75 cubic feet (351boxes) of paper research and pathology reports; and 1,670.12 cubic feet of pathology paraffin embedded tissue blocks and tissue-fixed slides. Additionally, the government shall request paper records for clinical cases that we do not have electronically (older material that used manual paper methods). Materials (tissue blocks, slides and paper) shall be stored in a climate controlled environment at the Contractor's Storage Facility. Material(s) are irreplaceable patient samples and the Contractor shall ensure all environmental hazards are prevented (i.e. protection from fire, flood, smoke, and insects). TRANSACTIONS: Upon receipt of government's written request (approximately 50 times per year) for the return, or delivery of all or a portion of the Materials, Contractor shall return, or deliver such Materials. Material retrieval and deliveries shall be completed by the Contractor within 48 hours of receipt. Method of notification being email with a purchase order attached for each written request. All Materials stored are the sole property of Laboratory of Pathology, National Institutes of Health. MAINTENANCE OF RECORDS: Contractor shall maintain written records (inventory and transaction records) on Materials stored at the Contractor's Facility consisting of correspondence between Contractor and the government, information provided by the government on the type of material included in the Materials and designation of government's ownership of the Materials. The government may review Contractor's records with respect to the Materials stored, with the exception of locator codes, and copies may be obtained or originals inspected at Contractor's location. EPL Archives facilities are environmentally controlled and protected against hazards, and the company provides GLP-compliant archive services and is the only storage facility we've utilized for archiving and all NCI, LP materials and are presently located there. LP will be relocating in 2013, 2014 at the latest, and will have an onsite high-density storage facility, then we'll be able to move all the stored materials back onsite. It would be beneficial to keep the materials where they're stored until our high-density storage facility is built. As NCI need archived material, EPL provides a one-day turnaround to provide LP with NCI necessary reports or slides, which ensures adequate turnaround times for LP's services provided to NIH researchers and clinicians. In addition to EPL's quality service history with the LP, it would be impractical to relocate the materials to any potential competitors. LP's material have been stored at EPL for approximately a decade, and it would be unfeasible to move to another facility due to the potential cost it would take to package, inventory, and transport to another facility. Thus based on this information EPL is best known source for this service. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, June 23, 2014. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
