- QMAA-FK-140017-D Anticipated Items List AutoBid Vendor Instructions **INTERESTED PARTIES MUST REQUEST AUTOBID ACCOUNTS PRIOR TO THE ISSUANCE OF THE SOLICITATION IN ACCORDANCE WITH THE INSTRUCTIONS PROVIDED BELOW** The General Services Administration (GSA) is a mandatory source for vehicles under the Federal Property Management Regulation (FPMR) 101-26.501. GSA Automotive purchases an estimated 40,000 new model year non-tactical vehicles for Federal Executive Agencies and the Department of Defense (DOD) annually. GSA will issue a Request for Proposal (RFP) for 2015 Star of Life Ambulances to be built in accordance with ambulance standard KKK-A-1822 and supplemental documentation related to Star of Life Ambulances. Prospective offerors must meet the minimum requirements as cited in this standard and related documents. The Federal Vehicle Standards and supplemental documentation are available at https://apps.fas.gsa.gov/vehiclestandards/. The contract type contemplated is a Fixed Price with Economic Price Adjustment, Indefinite Delivery/Indefinite Quantity (FP-EPA/IDIQ) contract. The anticipated period of performance is one (1) base year with one (1) twelve-month option period. It is not anticipated this acquisition will be Set-Aside for Small Business concerns, however all qualified Small Business concerns will be encouraged to submit offers. This acquisition will be classified under NAICS code 336112 - Light Truck and Utility Vehicle Manufacturing. The Small Business Size Standards can be found at http://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf. Anticipated evaluation factors are: Technical Capability, Management Capability, Past Performance, and Price. Prospective Offerors: 1. Prospective offerors are required to obtain a user name/password and indicated interested makes/models for GSA's secure online proposal application (AutoBid) prior to issuance of this solicitation. A user name and password is obtained by submitting the solicitation number, company's name, valid DUNS numbers, address, business size, user's name, telephone number, fax, email and vehicle makes/models that will be offered to automotiveedi.partnerships@gsa.gov. AutoBid will NOT open for prospective offerors until the solicitation is issued. For additional information please see the attached "AutoBid Vendor Instructions". Anticipated makes/models are included as part of this presolicitation notice. Please utilize this list when requesting interested makes/models. The models identified are not all-inclusive of those that meet the Federal Standards. Equivalent models that meet the minimum requirements may also be offered. The finalized Federal Standards will be included with the solicitation issuance. 2. AutoBid account information will be provided within ten (10) business days of your request. Please request user name and password prior to the issuance of the solicitation to avoid delays. 3. Valid and current registration in the System for Award Management (SAM) system is required. Please visit www.sam.gov for more information. 4. The anticipated issue date of the solicitation is the week of July 23, 2014. AutoBid will not be opened until the solicitation is issued. 5. A pre-proposal conference will NOT be held after issuance of the solicitation, but may be held prior to the RFP posting. Specific instructions for submitting questions related to this acquisition will be included with the solicitation package. We encourage interested firms to register on the Interested Vendors List in FedBizOpps under the solicitation number. All announcements or changes to the intended publication date, the solicitation, and any other information concerning this acquisition will be conveyed via the FedBizOpps website.
