- Small Business Sources Sought Notice (HHS-PSC-SBSS-14-RC1) This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The Government has a current need for the following services: The purpose of this requirement is to provide AIDS.gov and the Office of HIV/AIDS and Infectious Disease Policy (OHAIDP) in the U.S. Department of Health and Human Services (HHS) with the services of a senior-level communications consultant with: extensive knowledge of Federal HIV/AIDS- and viral hepatitis-related policy and programs; deep familiarity with HIV and viral hepatitis science, significant recent experience in working directly with senior leaders from HHS, including the Immediate Office of the Secretary, and the Secretary's representatives, and the White House; and the ability to advise AIDS.gov, OHAIDP, and senior leaders from across the U.S. Government (USG) and help them to develop a broad variety of traditional and new media communications in support of AIDS.gov and other OHAIDP activities.
