- The Defense Logistics Agency, DLA Maritime Norfolk Naval Shipyard Contracting Division intends to negotiate a firm fixed price, 100% small business set-aside contract to procure services to upgrade an existing gas furnace. The vendor will provide a NFPA approved combustion system to upgrade and retrofit an existing gas furnace. The upgraded system will include all necessary components to make the furnace fully operational up to 2200 degrees Fahrenheit sustained and 2300 degrees maximum to be done at the Norfolk Naval Shipyard, Portsmouth, Virginia. The North American Industry Classification System Code is 333994: Industrial Process Furnace and Oven Manufacturing. CLIN 0001: Procure services to upgrade an existing gas furnace. BACKGROUND: Recent damage the primary and secondary furnaces has created a work stoppage. It is critical to the shipyards mission to have a reliable gas forging operation due to current and projected ship availabilities. We currently have a heavy duty furnace in place however; it requires retrofitted connections and safety upgrade to become fully operational and in compliance with NFPA/Emissions/ Safety regulations. Retrofitting would save time and money since we would not have to wait for a completely new furnace to be designed and constructed. SCOPE: Procure services to upgrade an existing gas furnace. The vendor will provide a NFPA approved combustion system to upgrade and retrofit an existing gas furnace. The upgraded system will include all necessary components to make the furnace fully operational up to 2200 degrees Fahrenheit sustained and 2300 degrees maximum. The vendor will have a licensed and approved personnel install, connect, test and verify all systems for functionality. The new system will include all necessary components to become operational but not limited to the following; 1. Enclosed Control Panel- 480 volt maximum with Disconnect, Emergency shutdown, High Temperature Limit, Alarm (visual and audible >80dB), Temperature Controls, Transformer, Wiring to all devices with necessary fittings, duct work. 2. Burners (high efficiency) and blower system, valve adjustors, Combustion Air Switch, 3. Fuel Train mounted including pressure gauges, High/Low pressure switches, manual shutoff valve and pressure regulator. 4. Connection of all electrical, gas connections tied into existing utilities 5. Thermocouples type R. 6. Provide 3 Operator Manuals and a CD version outlining the systems, including all drawing, schematics, and flow charts. AutoCAD2007 or higher. All written in English and Standard Units of measurement. 7. Start up and Test System to verify components for acceptance. 8. Train Furnace Operators and Maintenance Personnel to include preventative maintenance and trouble shooting. 9. The vendor will provide all the necessary tools and equipment necessary to complete the job. 10. Important Note: A site visit will be scheduled on the solicitation for all vendors interested in bidding on subject service. 17 June 2014 at 9:00 a.m. Place of Performance: Norfolk Naval Shipyard, Portsmouth, Virginia 23709. The furnace is located inside the Controlled Industrial area at West Side Aisle Way, Building 163, column C-11, USN 01566 and sits next to an identical furnace. Security: The vendor will be required to submit all requested documentation to gain access to NNSY and the Controlled Industrial. The solicitation number is SPMYM1-14-Q-0105 and it is expected to be posted on or around 09 June 2014. Quotes will be due by 2:00 pm EST on or around 20 June 2014 and may be emailed to the attention of Michael Jackson at michael.r.jackson@dla.mil. Please make sure that the solicitation number (SPMYM1-14-Q-0105) is included in the subject line of any email correspondence. Emails without subject lines will not be read because of security issues. A copy of the drawings and evaluation factors will be attached to the solicitation. Vendors must answer all evaluation factors for their bids to be considered viable. Vendors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at https://www.fbo.gov (Federal Business Opportunities). By submitting a quote, the vendor will be self-certifying that neither it nor its principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency.
