- SYNOPSIS: This announcement serves as a Sources Sought notice issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought notice is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotation. The U.S. Department of Energy (DOE) is NOT requesting a quote or proposal in response to this notice. DOE is issuing this notice to identify small businesses having an interest in providing the Loan Programs Office (LPO) intermediate and advanced credit risk analysis training. For the purpose of this acquisition, the applicable North American Industrial Classification System (NAICS) codes are 541990 (maximum small business size standard of $14M) or 611430 (maximum small business size standard of $10M). Only small business firms should respond to this notice. DOE LPO is charged with accelerating the US commercial deployment of large-scale innovative and advanced clean energy technologies through loans and loan guarantees and is hereby seeking sources to provide Credit Risk Analysis training in July or August 2014. More specifically, LPO requires two Credit Risk Analysis training sessions, each of which would be a 2 - 3 consecutive day session. The two training sessions combined will total at least 40 hours of training and will not exceed 6 days. It is envisioned that the second session will be a follow-on to the first. Material presented in the first session should not be repeated in the second. Assignments may be given between the two sessions. The Credit Risk Analysis training sessions are to be delivered on-site at Department of Energy Forrestal Building (1000 Independence Avenue, SW) in Washington, DC. The estimated audience size for each training session is 25 students. With this training, the LPO seeks to enhance the LPO staff?s capability to understand in greater depth the qualitative and quantitative aspects of a cash flow analysis, credit ratios, rating agency methodologies, and credit and trend analysis including remediation practices. To be of greatest relevance to the Loan Programs Office participants, the course should strongly reflect renewable energy companies and/or projects and, to some extent, innovative technology companies, such as those in the fossil fuel industry as well. Interested sources shall submit a tailored capability statement that demonstrates the expertise to meet requirements. Tailored Capability Statements shall demonstrate a clear understanding of the requirement. Prospective firms are requested to submit a capability statement that (1) identifies the prospective contractor (business name, business size (large, small, 8(a), etc.), point of contract (including email address), telephone number, and identify the nature of the proposing entity (e.g., joint venture, limited liability corporation, etc.); (2) describes the prospective contractor?s capabilities, relevant experience and corporate resources to perform a contract of the size and complexity of which is the subject of this requirement. Interested firms are requested to submit a capability statement no later than June 23, 2014. This request for capability statement does not constitute a request for proposals. Submission of any informati on in response to the market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred.
