Proposed Scope of Work My VeHU Campus Web Support Services i.Sources Sought Notice Introduction The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires web support services for the VA MyVeHU Campus's websites and mobile applications. These services will include website updates and developing training materials for the CPRS and Clinical Applications Coordinators (CAC) Wiki mobile training tools At this time, no solicitation exists. Therefore, PLEASE DO NOT REQUEST A COPY OF THE SOLICITATION. Contractors having the skills and capabilities necessary to perform the below stated requirements should submit a response of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. In response to this Sources Sought, interested contractors shall submit the following information to Jonathan Chisholm via email at jonathan.chisholm@va.gov. Please provide the following information: A.Company Name and Address B.Company DUNS # C.Company point of contact, telephone, and email address. D.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository? E.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS. F.Capabilities / Qualifications: Provide a written description of the capabilities/qualifications/skills your company possesses to perform services described in this Sources Sought. G.Past Experience - Provide the following information on three similar projects completed within the last three years for which the responder was a prime or subcontractor. a.The name, address, and value of each project b.The Prime Contract Type, Firm Fixed-Price, or Time and Material c.The name, telephone and address of the owner of each project d.A description of each project, including difficulties and successes e.Your company's role and services provided for each project. Respondents are solely responsible for all expenses associated with responding to this Sources Sought Notice. A.General Information BACKGROUND VA eHealth University (VeHU) provides education on a wide variety of subjects, including the Computerized Patient Record System (CPRS) and related clinical software (VistA) developed by the Veterans Health Administration (VHA). VeHU highlights innovations towards patient care through training classes on VHA's clinical informatics products. VeHU provides training to providers, nurses, health information managers, pharmacists, clinical informatics support staff, imaging coordinators, radiologists, and points of contact for the My HealtheVet web site. The VeHU curriculum consists of plenary sessions, didactic lecture sessions and hands on training computer lab sessions. Following the eHealth training sessions, resources from the conferences are posted on the CPRS Training Web site for performance support and enhancement. The VeHU is separated into multiple tracks, including: Clinical Informatics Support (CIS) Track, Nursing Track, Pharmacy Track, Provider Track and Health Information Manager Track. The Veterans eHealth University (VeHU) currently has a group Facebook page and a Twitter feed. These social media sites are maintained and have current content posted daily based on VA's Social Media guidelines. The OIA Training and Strategy Team also maintains a CPRS Tips and Tricks Wiki page and provides support for VeHU Outreach initiatives for OIA Booths and the CPRS Web Demo. In order to provide an engaging and educational online learning resource, VA initiated development of a single web based modality that serves to introduce and guide VA staff thru the many online resources available from past VA eHealth University conferences and training sessions. This modality includes, but is not limited to online performance support to guide potential trainees to pertinent training materials, a rating system for existing web-based training courses, and other valuable learning based functionalities. This initiative has been entitled MyVeHU Campus. Senior leadership has decided to host Virtual VeHU training sessions throughout the year, and in addition to, the potential annual VeHU conferences. This project shall allow Veterans Administration Medical Center (VAMC) staff to experience the Virtual VeHU training by virtue of a performance support web based environment that guides trainees to the appropriate training courses and interactive learning sessions via the MyVeHU Campus web site. APPLICABLE DOCUMENTS Documents referenced or germane to this Performance Work Statement (PWS) are listed below. The contractor shall supply a Subject Matter Expert for development of training materials and references for the CPRS and Clinical Application Coordinators (CAC) tools, utilizing existing VA Web Based Trainings (WBT) and materials, for distribution in social media sites and smart phone applications. The contractor shall provide resources to manage the existing VeHU internet and intranet sites and to support development of new mobile web applications. PERFORMANCE DETAILS PERFORMANCE PERIOD 12 months from date of award, with two 12 month option periods. TYPE OF ORDER Firm Fixed Price PLACE OF PERFORMANCE Tasks under this PWS shall be performed at Contractor facilities. TRAVEL Travel and per diem expenses will be reimbursed on an actual expenditures basis in accordance with Federal Travel Regulations and FAR 31.205-46. Travel costs will be included in the task order award as a separate, cost-reimbursable, "not to exceed" line item. The contractor must obtain written approval from the VA PM (or the designated back-up when the VA PM is out of the office) and the Contracting Officer before any travel begins. Travel and per diem expenses will be reimbursed on an actual expenditures basis in accordance with Federal Travel Regulations and FAR 31.205-46. Travel that occurs without written pre-approval from the Contracting Officer will NOT be reimbursed. The contractor MUST use the travel form of travel approval. Other documents or e-mails will NOT be accepted as pre-approval. In order to be reimbursed for travel, the contractor shall submit supporting documentation as required by Federal Travel Regulations with invoices. Federal Travel Regulations require receipts for travel expenditures of $75.00 or more. Expenses for subsistence and lodging will reimbursed to the contractor only to the extent where an overnight stay is necessary and authorized by Federal Travel Regulations in effect at the time of the stay for the specific location. Local travel within a 50-mile radius from the contractor's facility is considered the cost of doing business and will not be reimbursed. This includes travel, subsistence, and associated labor charges for travel time. Travel performed for personal convenience and daily travel to and from work at the contractor's facility will not be reimbursed. An estimation of travel requirements is listed below for the twelve (12) month base period of performance. This estimation should be used in developing the travel price quote by the contractor. It is anticipated that various members of the contractor staff shall be required to travel to attend: focus group meetings, the Track Director's Retreat, Agenda Preparation meetings, the Virtual and face to face VeHU conferences' planning meetings and on-site support, and various OIA Booth and CPRS Web Demo outreach initiatives. Travel estimate for the 12-month performance period: Estimated LocationsEstimated # of trips Estimated # of contractor personnel per tripEstimated # of days per trip Winter Garden, FL224 6.0DELIVERABLES 6.1 Development of training materials and references for CPRS and CAC Wiki mobile training tools The contractor shall supply a SME for development of training materials and references for the CPRS and CAC tools, utilizing existing VA WBTs and materials, for distribution in social media sites and smart phone applications. Deliverable 6.3.1 - Provide content updates for CPRS and CAC training tools. Due date: Monthly for duration of period of performance. Total of 12 reports of content updates during period of performance. Deliverable 6.3.2 - Create reports to document functionality and content growth of CPRS and CAC training tools. Due date: Monthly for duration of period of performance. Total of 12 reports during period of performance. 6.2Web Support The contractor shall provide resources to manage the existing VeHU internet and intranet sites. Deliverable 6.6.1 - Provide approximately ten (10) updates every two weeks to existing VeHU internet and intranet sites. These updates will consist of new web content, graphics support, and modifications to site functionality. Due Date: Monthly reporting for duration of period of performance due the 5th of each month.
