AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is N00167-14-T-0054 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-74. The associated North American Industrial Classification System (NAICS) code for this procurement is 335121 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit quotes.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-06-12 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be West Bethesda, MD 20817 The NAVSEA NSWC - Carderock requires the following items, Meet or Exceed, to the following: LI 001: STROBE LIGHT SYSTEM MINIMUM HARDWARE SPECIFICATION REQUIREMENTS The hardware shall have 8 separately locatable strobe lights that each fit within existing window locations with a finite amount of space. The individual strobe lights cannot be made larger while satisfying the LCC window limitations. The maximum height of the strobe lens cannot exceed 2.96 inches and the maximum width cannot exceed 6.2 inches due to the available space in the LCC windows. The critical operational limiting factors of the available strobe light systems are the necessary flash rate, light intensity and color temperature. 1.(8) separate light heads 2.(2) access point (4) power ports each, for a total of (8) separate power ports 3. Minimum of (4) independent channels with pairs of luminaries sharing each channel 4. Minimum Flash rate of 1000 flashes per second. 5. Strobe lens cannot exceed 2.96 inches long 6. Strobe lens cannot exceed 6.2 inches wide 7. Flash intensity shall meet or exceed 20,000 lm in strobe mode and 12,000 lm in continuous 8. Shall provide the standard light color temperature of 5600k 9. Flash duration 1/100,000th of a second or less 10. Minimum cable length from control unit to lights is 3m 11. Weight shall not exceed 2 lbs per light 12. Control unit shall be capable to slave or synchronize to one another using TTL signal 13. ?-20 mounting threads 14. Each component shall be modular to allow scalability and redundancies to be easily integrated. 15. All equipment shall be provided with hard shell shipping cases., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, NAVSEA NSWC - Carderock intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAVSEA NSWC - Carderock is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a quote on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Small Business Size Standard is 500 employees under NAICS 335999. Inspect at Destination by the Government; Accept at Destination by the Government. Low Price Technically Acceptable Delivery Required by 60 Days ARO. See Attachment New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 60 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in SAM, it may do so through the SAM website at http://www.sam.gov. Net 30 Days Required. All Questions shall be submitted 48 hours prior to close of the RFQ.
