- This request for quote is a duplicate of and supercedes RFQ-DC-14-00127, which was not originally posted to FedBizOpps. The National Analytical Radiation Environmental Laboratory in Montgomery Alabama is replacing 5 (five) obsolete digital spectrum analyzers used with High Purity Germanium (HPGE) gamma spectroscopy detectors. The required electronic components are intended to be used with existing HPGE detectors that were originally purchased from all three of the major US suppliers of these instrument types: Ametek/Ortec, Canberra Industries, and Princeton Gamma-Tech. The applicable NAICS Code is 334519 ?Other Measuring and Controlling Device Manufacturing.? Details concerning the specifications and requirements are contained in the attached document entitled, ?Specifications and Requirements.? Questions concerning this request for quote shall be submitted to the Contracting Officer, Ben Shih by email at shih.benjamin@epa.gov, no later than 4:00 p.m., Eastern Standard Time, on Thursday, June 5, 2014. Late inquiries and telephone inquiries will not receive response. Any questions received and answers will be posted for all prospective vendors. For all items, fixed price quotations are requested that include shipment, F.O.B. destination, to EPA?s National Analytical Radiation Environmental Laboratory in Montgomery Alabama. This quotation must be a flat rate to include all freight, insurance, handling, F.O.B. surcharges, and other costs. The purchase order will be awarded to the responsible vendor submitting the lowest price quote that is deemed to be technically acceptable after review by technical personnel at the EPA. Vendors shall affirm that delivery and performance will conform to every technical specification listed above and will provide sufficient information in their quote to allow for technical personnel at the EPA to review the technical acceptability of the vendor?s quote. Questions regarding this requirement shall be submitted by email to the Contracting Officer, Ben Shih at shih.benjamin@epa.gov before 4:00 pm, Eastern Standard Time, on Thursday, June 5, 2014. TELEPHONE CALLS WILL NOT BE ACCEPTED. INSTRUCTIONS: Responding firms must submit their quotes through the FedConnect system. FedConnect is free to register at https://www.fedconnect.net. Submit a signed copy of the SF-1449 and the quote showing pricing and technical information to evaluate acceptability. Final quote and responses shall also be submitted before 4:00 pm, Eastern Standard Time, on Thursday, June 19, 2014. Vendors are responsible for ensuring that their submissions are received before the above-listed deadlines. Late responses will NOT be accepted. Delivery of email messages larger than 10 MB (e.g. message + attachment) may be delayed up to one business day so please plan ahead to ensure timely delivery. The EPA also does not accept messages with attachments in compressed format (e.g. zip, RAR). Vendors are reminded that an award will only be made to a vendor who is registered in the System for Award Management database (http://www.sam.gov) in accordance with FAR 4.11.
