Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The VA Palo Alto Health Care System (VAPAHCS) intends to negotiate a sole source contract with Medical Compression Systems (MCS) Inc. The proposed contract action is for Continuous Enhanced Circulation Therapy (CECT) Device Rentals. Please reference Attachment 2 - Sole Source Justification. This sole source action is in accordance with the statutory authority of 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer for consideration. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements. Responses are due by June 17, 2014 at 4:00 PM PST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code is 339112-Surgical and Medical Equipment Manufacturing and the size standard is 500 Employees. This solicitation is being issued as a request for proposal (RFP) and contains clauses and provisions that are in effect through Federal Acquisition Circular (FAC) 2005-73. Responses must be emailed to gary.basile@va.gov. No telephone responses will be accepted. No reimbursement for any costs associated with providing capability statements will be provided by the Government.
