- The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS) in Riverdale, MD, intends to award a sole source, purchase order to The American Council on Education (A.C.E.) to review the course "Politically Savvy Memos" for college credit recommendation. What this means is that APHIS employees who have taken (or will take) the course would be eligible to transfer units from APHIS to their colleges/universities for credit towards their degree. If when ACE completes their evaluation, and they deem that Politically Savvy Memos is a college-level course, the course will be published in the National Guide (used by students and universities). The course "Politically Savvy Memos "consists of three modules: 1. Informational 2. Briefing 3. and decision memos The total dollar amount of the award will be $ 12,342.50: Cost Breakdown: Application fee $2,500.00 Course review fee $5,550.00 ACE Technical fee $ 192.50 Team Consultant fee $2,300.00 2014 Annual fee $1,800.00 This procurement is being conducted in accordance with FAR 6.302-1 The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. To the Department of Agriculture's knowledge; A.C.E. is the only existing national Organization that conducts a formal curriculum review and recommends college credit for non-collegiate training. Colleges and universities throughout the country generally recognize A.C.E. Recommendations for credit. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its services, as well as three (3) references from other customers who are using these services, to the Contracting Officer by 4:00pm. Central Time (CT) on or before the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 611310 (COLLEGES, UNIVERSITIES, AND PROFESSIONAL SCHOOLS), and the Small Business size standard is $ 25.5 MIL Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
